$25,000,000 Will Be Spent for More Warehouses Here War, Navy and Shipping Board Official? Agree on Programme Work to Start Soon Buildings Adjoining Bush Terminal Will Give Great Storage Space ff WASHINGTON, April than is to be spent by the Department in increasing the storage facilities of New York Harbor, accord? ing to a decision reached to-day at a conference between War and Navy De? partment and Shipping Board officials. The construction of immense ware? houses adjoining the Bush Terminal, in Brooklyn, increasing the storage space by square feet, and the con? struction of four piers near the Bush properties will be commenced under the supervision of Major Ceneral Goe thals, Director General of Storage. Plans also are under consideration for greatly increasing the warehouse facilities by erecting suitable storage plants at Weehawken, N. and at other points in the New York Harbor district. In the improvements at the Bush Terminal the additional piers will be used for ships and lighters.

The addi? tional warehouse and storage accom? modations in New York Harbor are ex? pected to po a long way toward reliev? ing railroad and dock congestion at Brooklyn. The plan to connect the new dock facilities with a network of railroads, which will permit the un? loading of carload lots of supplies directly into the warehouse, and, in turn, enable the warehouses to release their contents direct to lighters and aboard supply ships direct. Army Hospital Rate Raised by New Men Fewer Deaths Than Last Week, but More Cases of Pneu- monia WASHINGTON, April influx of new men to the army training camps in this country resulted in an increased rate of admission to hospitals last week, to-day's report to the division of field sanitation shows. Epidemics of influenza prevail in National Guard camps in the South, as well as National Army camps.

In the National Guard fewer cases of scarlet fever, measles and meningitis are reported, while in thel Nationa Army there were fewer cases of pneu? monia and meningitis. In the regular army some 800 new cases of pneumonia were reported. Deaths for the week were 278, against 285e foi'the before. The ring and galleries were fringed with purple and green, sprinkled with gold stars, and the Stars and Stripes hung in massive waves from the roof, while at the west end of the building were swung the national' colors of the Allies, including the em- blems of Japan, Portugal, England, France, Russia, Italy and Rumania. New Motors Transport Service for Army Will Centralize the Purchase and Operation of AH Machines WASHINGTON, April motors' transport service was created to-day by the War Department to take the place of the motors division of the quartermaster corps. We forwarded this letter to the Charity Organization Society, and received this reply: All money received in response to relief appeals, such es the one in The Tribune, is used 100 per cent for the relief of the particulsr family described. No deduction of any sort or for any purpose it? made.

It is not true, however, that the money is transferred in tato immediately to the family. Such appeals are usually made to sufficient sum to provide for the needs of a family for some months. It is, however, placed in a special fund to be drawn upon and used for the family as needed. If, as occasionally happens, a family becomes self-supporting before the fund is used up, the balance is used for another family, providing the consent of the donors can be secured. The society issues a great many appeals, both for special families and our emergency relief fund.

All money received from such appeals is used exclusively for relief. The expenses of the society for ad? ministration, research, are entirely met from investment income, membership dues and gifts made specifically for that purpose. I trust this will give your inquirer the information desired. I may add that we are exceedingly glad to have opportunities of answering questions of this kind. ,1. E. VAN This letter reached us just before Christmas, and we immediately wrote to the Champion Laundry. They failed to reply. We wrote again; still no answer.

We telephoned them, with no better man tger was not in." We visited tht offices of the Champion Laundry, but again the manager was not. in. Ultimately we did succeed in getting the manager un the wire, and one of his first questions was: "What have you got to do with it?" Mis tone was not amiable, but it was even less so when he finally shouted: "What's the price of four collars? It isn't, worth bothering about." He did, however, promise to send his driver to adjust the com filaint, explaining that they always hold their drivers responsible for osses of this kind. Early in month-, after the com? plaint was first Champion Laundry's representative called on Mrs. Van but even after this visit no refund was forthcoming.

It is now the end of April and this company has been haggling over an adjustment that would not involve more than 50 cents ever since No? vember. They must realize that satisfaction because ihey have labelled their plant with a huge sign bearing the legend "Home of Satisfaction." So long as this motto is confined to the exterior of the building, however, the Champion Laundry is little better than a whited sepulchre, which, indeed, appears beautiful outward, but within is full of all evasiveness. $100. The Federal Trade Commission has just filed a complaint, against the Typewriter Emporium because of the misleading nature of this copy, and ettlso'against the Metro and the Dearborn Company and Harry H. Smith, all of them mail order dealers in typewriters.

The complaint is based on the fact that the machines offered are rebuilt, although the copy makes no mention of this important fact, Furthermore, the Typewriter Emporium guarantees its machines for five years, whereas the Underwood Company Itself only guarantees its machines for one year. The advertising of the mail order typewriter companies constituted a form of unfair competition which the legitimate companies found it difficult to meet. In filing this complaint, the Federal Trade Commission has stated that "factory rebuilt" machines means rebuilt in the factory of the original producer. Some time ago one of the standard typewriter companies reported this advertising to us, calling our attention to the copv carried in "System," "The Independent" and "The Normal Instructor" issued by the Owen Pub? lishing Company. We took up the matter with the magazines in quesf'on.

"System" wrote us: "In the future every advertiser of this classification must state in the copy that the machines advertised are either second-hand or rebuilt." "The Independent" telephoned that the omission of the word "rebuilt" from the copy was due to an error which would be promptly cor? rected. The Owen Publishing Company referred the matter to its Chicago office, which apparently pigeonholed it, because we heard nothing further from them. We also wrote the Better Advertising Bureau of Chicago, and they secured a promise from the Typewriter Emporium to their copy to conform with the laws of the Bureau." Apparently the reform of Khe Typewriter Emporium was either insincere or temporary, because now, about a year later, the Federal Trade Commission has filed a complaint against them. Buying by mail -vv ill never be as satisfactory as buying over the counter until all such methods as these have been wiped out. The responsibility for misleading copy rests largely upon the publishers of periodicals who accept advertising regardless of its truth or falsity.

A WRITER in a recent issue of The Carpet and Rug World draws some very subtle distinctions in his article, "Is It Wise To Be Honest?" He sub-heads his involved discourse with the statement: "It's a difficult proposition at the best and there are times when it is best to leave unsaid some details of the there can be no excuse for promising more than can be honestly given. Advertising always reflects the honesty cf the store." "It isn't wise." says the writer, "for a merchant in his particular line to draw the honesty lino to spelling preserved) straight. And so it is with the floor covering trades- -they have to stretch a point now and then in order to hold their trade, for the other fellow may not be so conscientious. But the fact of the matter is some stretch the point too far. The foundations of modern business are built upon honesty, integrity and service, and though at times it may be unwise to be honest and tell the full story of the goods, it always unwise to be dishonest." If we believed that the policy set forth in this amazing statement were actually representative of that prevailing in the carpet and we would feel mightily discouraged.

In advocating the principle truth and nothing but the truth, but not necessarily the whole truth. writer has established an entirely new standard.
