The PTTA, chaired by Gov.

Milton J. Shapp, authorized payment of some $3 million for early phases of the Early Ac- tion project. But the agency turned down proposals by Senate Majority Leader Thomas F. Lamb, D-Allegheny; Sen. Frank Mazzei, D-Allegheny, chairman of the Senate Transportation Committee, and Allegheny County Commissioner Leonard Staisey for a full and immediate commitment.

Lamb said "the governor is opposed to a commitment now of the full $35 million the General Assembly has authorized PTTA to commit to Early Action." The Shapp Administration's opposition to a full commitment now was based on a ruling by the PTTA counsel, Mark Mandel, Philadelphia, that the Port Authority of Allegheny County's plans are incomplete. The ruling is based on the fact the federal Rail Reorganization Act has forbidden Penn-Central Railroad to fo two vears. its Motion- gahela River bridge the Port Authority had counted on using. Umb said the alternative is to plan construction of a new bridge for Skybus, and present the plans to the state Transportation Department. "It's a reasonable ruling," Lamb said.

"But if the governor was looking for a way out, this was a good reason. The state restrictions on projects of this kind are far less flexible than federal regulations." The PTTA decision to approve state Auditor General Robert P. Casey's proposal for a new engineering study of Early Action came as a surprise in the closing minutes of Wednesday's meeting. PTTA authorized spending of 150,000 to hire an independent engineering firm to provide an unbiased study of the project. Casey said the firm should be named by PTTA "but the hiring process was not completely covered.

"However, I think that for the first time we are going to have independent authoritative information to act on," Casey said. "And after my study suggestion had been dismissed out of hand by the governor initially, today's action was a surprise." Shapp had first said, "Skybus has been studied to death already." 2nd St. WASHINGTON (UPI) Lt. Gov. Ed Reinecke of California hotly denied a perjury charge in an indictment handed down by a Watergate grand jury Wednesday, predicting he will be acquitted. "I am innocent," declared Reinecke after the grand jury handed down a three count indictment accusing him of lying to the Senate Judiciary Committee about an alleged offer by ITT to donate $400,000 if the 1972 Republican Convention were moved to San Diego.

Reinecke, a candidate for the GOP gubernatorial nomination in California, was charged with lying on three occasions during testimony about an alleged offer by ITT to contribute $400,000 if the 1972 Republican National convention will be held in San Diego. "No Plea Bargaining" Reinecke told a news conference in Sacramento "there will be no plea bargaining whatsoever," vowing to fight the case and predicting he will win the governor's office in California despite the action. Reinecke was accused in the 11-page indictment of lying in testifying he had not heard of the offer before April, 1972 and that he did not know when former Attorney General John N. Mitchell first heard of the offer. The 1972 Republican national convention originally was scheduled for San Diego, but later was moved to Miami Beach after reports ITT and Sheraton, its subsidiary, had offered to subsidize some of the cost to the Republicans with a $400,000 contribution.

Columnist Jack Anderson had said the offer was linked to an ITT settlement with Mitchell and the Justice Department over ITT's controversial merger with the Hartford Insurance Co. The Justice Department at first opposed the merger, but then changed its mind. Looks into Charges The Senate hearings at which Reinecke was accused of lying were held to look into Anderson's charges.
