Saturday, December 23, 2000 WYOMING AND THE WEST Casper Star-Tribune B5 Other victims of child killer sought 14-year-old Gillette girl's disappearance a possible connection We have no indication he had been in our community. We know he was in Wyoming, but no indication in Gillette itself during the time of her LT. ROD HALGE. GILLETTE POLICE DEPARTMENT Shortly after his release from the mental hospital, Bar-Jonah was arrested again for assaulting a boy sitting in a car outside a post office. Under a plea agreement, Bar-Jonah received a suspended jail sentence, on condition he move to Montana with his mother.

Light believes that decision is inexcusable. "Me was a serious sexual pedophile who was released from treatments," Light said. "Three months later he assaults a child, and he's simply told to go to Montana." the Salt Lake City FBI office. "From early on in the investigation, they had reason to believe there had been possibly other victims and there have been efforts to try to recreate where else (Bar-Jonah) has been." Gail Marcinkiewicz, spokeswoman for the Boston FBI office, said agents are aware of Bar-Jonah, but declined further comment. In 1975, he pleaded guilty to nearly choking an 8-year-old boy to death.

Two years later, he pleaded guilty to kidnapping and trying to kill two Shrewsbury, boys he abducted at a movie theater parking lot. He spent less than two years In prison before being transferred to a state mental hospital, where he stayed for 11 years. Suffolk County Superior Court Judge Walter E. Steele ordered he be released in 1991, after four mental health experts said Bar-Jonah was making progress In therapy. Their testimony flew in the face of a 1990 evaluation by psychologist Leonard Bard, who warned that Bar-Jonah had sexual fantasies involving cannibalism and dissection and remained a "risk to the community." BOSTON (AP) Federal agents have fanned out across the country trying to determine if accused Montana child killer Nathaniel Bar-Jonah may be linked to the deaths and disappearances other children.

Meanwhile, authorities in Montana say they want answers to why Bar-Jonah, who has a lengthy record of ghastly crimes against children and once told a counselor he was curious about the taste of human flesh, was ever released from custody. "He was dumped on us," said Cascade County Attorney Brant Light. "And we are deeply offended by that." Bar-Jonah was charged this week with murder and aggravated kidnapping In connection with the 1996 disappearance of 10-year-old Zachary Ramsay In Great Falls. Investigators say evidence suggests Bar-Jonah raped and murdered the boy, butchered him and disposed of the body in meals he served to unsuspecting neighbors. Light said Investigators fear they have only scratched the surface.

Since moving to Montana in 1991, Light said Bar-Jonah has made frequent trips to other states, Including one to links Gallion with Bar-Jonah. Investigators looked into her disappearance because of the timing: She was the only person reported missing while Bar-Jonah was traveling the region. "We have no indication he had been in our community. We know he was In Wyoming, but no indication in Gillette itself during the time of her disappearance." he said. "We really exhausted all leads." Evidence also shows Bar-Jonah traveled to Arkansas.

Colorado, Florida, Massachusetts. Michigan and Washington. Light said. The FBI Is working with local authorities In those states and others to review missing children reports. "(We) have looked In Boston and Philadelphia and some other locations," said Bill Matthews, a spokesman for Wyoming that coincided with the disappearance of Amanda Gallion, 14, of Gillette.

Investigators searching Bar-Jonah's garage this summer for evidence in Ramsay's disappearance found bone fragments belonging to a child. The DNA of Ramsay and Gallion were tested to see if It matched the bones, but neither was a match. Wyoming police Initially thought Gallion ran away from home with her 20-year-old boyfriend. Gallion, with a smiling round face who had dyed her blonde hair black, was last seen walking to school on the morning of Oct. 13.

1997, The Great Falls Tribune reported In a copyrighted story In August. Lt. Rod Hauge of the Gillette Police Department said Friday that Investigators do not have any evidence that Call up. Get in. Sell out.

FCC Oks new radio licenses Powell gets own station through government grant By KALPANA SRMVASAN Associated Press WASHINGTON (AP) The 5,000 residents in Don Thomas' hometown of Powell, don't have too many places to stop when they turn the knob on their radio dial. "We're In a part of the country where there Is very little access to the said Thomas, pastor at the Trinity Bible Church in Powell. But Powell and the 73 members In his congregation hope to bring new programming Including live worship services and tapes of books for blind listeners to the local airwaves with their own micro-radio station.

The church was among 25S candidates selected by the government Thursday to build and run low-power stations serving, despite congressional restrictions on the new broadcast service. The Federal Communications Commission selected Its first round of candidates, even as the president signed a measure that substantially scaled back the agency's original plan. Commercial broadcasters had warned that the initiative, as envisioned Initially by the FCC, would cause harmful interference to their existing full-power FM stations. Lawmakers Inserted language during budget negotiations that barred the agency from encroaching on the buffer zones that currently surround commercial stations. But the FCC may still authorize a smaller number of stations in places where there Is no such conflict primarily In areas of the country that don't have much congestion on the airwaves.

In the 20 states covered by Thursday's action, the commission selected applications within the parameters set by the law for 255 stations from a pool 1200 candidates. They will receive their construction permits for the stations after a 30-day comment period. FCC Chairman William Ken-nard. said such licensing "will benefit our communities and enhance the diversity of our society." School districts, musical arts associations, and ethnic organizations are among the chosen applicants. Community groups, churches and schools had vied lor the low-power stations, seeking to fill gaps in their local news and programming.

Government agencies that wanted to offer public safety or traffic Information also were allowed to compete. The commission did not have to choose between competing ap plications for the same channel in this round of the selection process, but the agency Is still looking at cases where two groups had sought a low-power license lor the same locality. "A radio station is a way we can become Involved bi the community, said Dan Baer, who next year will become the media and technical services director at First Baptist Church In Stockton, am. Baer anticipates the new station there could be used for talk-shows on marriage and family We, call In programs that allow young adults to speak with their peers and special shows lor seniors during the middle of the day. The station could even offer a show on financial Issues.

Now, groups must focus on gathering funds to build new stations which can cost 15.000 to 135000, But since they operate at 50 to KM watts, they shouldn't cost as much to run, Baer says. For a service that can cover a local area 24 hours a day. 1 1s an Incredible deal" he said. The original proposal adopted by the FCC In January was expected to allow for more than looo stations nationwide. But met wtth ftcrt consrttskmal and legal challenges from commercial broadcasters.

Public radio alio complained could Interfere with the reading services lor the blind delivered on subcarrler channels. Under the legislation. It Is unclear how many stations the FCC wiO authorize.
