WEDNESDAY, FEBRUARY 26, 1947 Alert U.S. Agents Thwart Luciano Narcotics Bureau Had Expected Vice Director's Moves WASHINGTON, Feb. 2fi. (UP) — The government had its eve on Charles lUickyl Luciano from the time lie was deported to Italy a year ago and was aware the former New York vice czar might try to enter Cuba, It was disclosed today <«, Harry J. Anslingcr, chief of the j|f5. S. Narcotics Division, said he learned a year ago Luciano planned eventually to enter Cuba. He received his Information, Anslinger said, through "mutual friends, or should I say acquaintances." Luciano was in-rested, he said, to prevent him from starting a clrue-'iimigBlinij ring in Cuba. He said there was no such ring operating, that Luciano didn't get started smuggling in Cuba and that smuggling narcotics into the U. s. has been virtually halted. Anslinger said the drastic measures which prompted the ban on narcotics shipments to Cuba were Justified in tlie Luciano case. Luciano will be unable to launch any dope smuggling venture from Italy. Anslinger said, bemuse the Italian police are too alert to allow him to get started.
