WALES. THE COt'XTRT, ITS PEOPLE AND ITS GREATEST MAN. "WALES. (Tho Story of the Nation? Series.) By Owen M. Edwards.

OWEN OLTKDWB AND THE LAST STRUGGLE FOR WELSH INDEPENDENCE. lth a Brief Sketch of Welsh History. (Heroes at the Nations By Arthur Bradley, 12mo. pp. xvii, 357.

G. P. Putnam's Sons. The "bloody path of Welsh history" is traced in these two volurres; In the first as a whole, in the second in one of the most stirring and picturesque parts, the last Welsh strugple for independence under Glendower. It is an intricate path, and it has not been trodden before by the writer of a popular history, such as Mr.

Edwards's is. The mass of details is great, but the course of development, as he expounds it. is simple: it is the rise and fall of a princely caste, followed by the rise of a self-educated, self-governing peasantry. It is the story of the conflicts of a crowd of petty chiefs and princes -with each other and with their English neigh Dors. The Romans protected Wales from further migrations into the territory already occupied by Iberians and the former being, though a conquered people, the prevailing element, and still remaining so.

The Roman influence and civilization persisted long in the country after the imperial power v.as broken. Then came six hundred years of "struggles against a king regarded himself as the champion of the unity of the Britons wearing 'the crown of Arthur' and the princes who were descended from the tribal the Welsh against the Saxon kings. Danes and Angles poured over the land, and in Wales, as elsewhere, it might seem that the end of the tenth century was to be the end of the world. All this was stopped by the Xcrman conquest of England; the completion of that conquest marked the beginning of "William's operations against Wales, continued by the Red King and. Henry I.

It is a record of varying successes and defeats, in which the name of Griffith ap Onan is the great central figure in Waifs, conducting a stubborn border against the English kings, crowned at last just before his death with a success that left his followers a kingdom destined to last a century and a half. In all this welter we get little sight of what the people really were. Mr. E-Jwcrds gives us this glimpse: The proficiency of the Welsh in the twelfth century In music is enthusiastically described by Gerald, The three instruments of music were the harp, the crwth and the pipe. There was a harp in every house, and it was the chief feature in the entertainment of the guests.

It was played delightfully, most of the airs being in the minor key. Some of the most ancient of the Welsh airs, however, like "Noa Galan" Year's Eve and "Hob Deri" and -'Ohm Meddwdod Mwyn" Sweet Verge of are not at all plaintive. There was a national passion for singing; the children being taught to sing from their infancy. The poems of the twelfth century, as well as Gerald's glowing description of the perfection of the bardic art, show that in poetry as well as In music the competition at the Lord Rees's great Eisteddvod must have been very keen. And we have the following description of a Welsh home in the same period: The great hall rose among the cowsheds and sheepfolds.

Its hospitable door was always open. "No one of this nation ever the wayfarer lays his arms down at the door and enters as an honored guest. Water is offered. If he allows his feet to be washed he means to stay over night; if be refuses, he wishes to partake of a meal only. In each family the harp was played, and this was the chief means of entertaining guest: The principal meal was prepared at sunset.

The guests and members of the family sat down in messes of three and partook of thin oaten cakes, broth and chopped meat from wooden bow Is and trenchers. The host and hostess attended to the wants of every one and themselves partook last. Toward evening the hall was laid out for sleeping. The beds were arranged around the walls rushes covered with the coarse cloth manufactured in the country. In the middle of the hall the peat or wood fire burned night and day continuous like the life of the family itself.

Barefoot and thinly clad, the Welsh were a hardy and healthy I race. Men and women alike wore their hair fairly short; the men shaved all but a mustache. Almost all the first half of the thirteenth century in Wales is filled with the figure of Llywellyn the Great, the most important one in its mediaeval period. He took no little part in English history: he watched the struggle of the barons with King John, and three clauses in Mngna Charta describe his privileges and recognize the independence of the law he administered. The end of his work was a treaty of peace with the English king, placing Wales in feudal dependence upon him, by which the Welsh king hoped to gain uninterrupted peace for his land, giving away the semblance of Welsh independence to retain the reality of it.

It was. however, an ideal that disappeared with his death. Llywellyn ap Griffith, the last native prince of Wales, was defeated by Edward I after years of fighting, in I'JS2. Wales became "totally and in Its entirety" an English dominion, and the first English Prince of Wales was created in 1301. The period was one of change in social as well as political life.

The serf was emerging from servitude; wages advanced enormously. The literary awakening that occurred at the same time took the form of a struggle between the bards, representing the rising national life, and the friars. All these things united to bring about the revolt of Owen Glendower. the last struggle of Wales for freedom. It failed, and with the accession of a Welsh Tudor to the English throne this whole period of Welsh history ends.

"The Wales of the princes disappears," as Mr. Edwards puts it. "and the Wales of the peasant begins to take shape." The Welsh ceased to be rebels and entered heartily into the new life of period, "from its literature to its piracy. All the courses of my life do show I am not in the roll of common men. Such are the words that Shakespeare puts Into the mouth of his Glendower in "King Henry IV," and.

whether rightly or wrongly, he holds the first place among Welsh warrior patriots in the affections of his countrymen. Yet not unanimously, as Mr. Bradley tells us. and to many educated Welshmen the fact is not acceptable. But his fame has been made secure, whether it is partly due or not to his appearance in Shakespeare's play, and seems to grow no dimmer with the lapse of time.

Yet. strangely enough, Mr. Bradley's account of the Welsh hero is the first attempt at collecting in a connected narrative all that is known of him. It is an interesting account, end gives the detail off the last uprising of the Welsh against the English. Glendower came of the princely house of Fowys.

Shakespeare's picture of him as a wild mountain chieftain is without historic Justification, for he probably went to Oxford, became a student of the Inns of in London and wsa, according to the standards of his time, an educated gentleman. He was "squire of the body" to Bolingbroke, afterward Henry IV. The first cause of Glendower's embitterment against the English was the high handed appropriation of. a part of his estates by Lord Grey. of Ruthin, and the latter's expedition against his neighbor as a rebel.

The Welsh at once flocked to Owen as their leader, and the standard of revolt was raised. In him they saw the fulfilment of the ancient prophecy that a "Welsh prince should again wear the crown of Britain prophecy that was fulfilled, but In the person of Henry Tudor, not of Or Glendower. The contest was a long and bloody one, with varying fortunes. By he had been fighting cix years Owen's star began to wane. He relapsed gradually into a mere guerilla leader, and his cause was hopelessly lost after 1410.

was reconquered by the English, and BJck, bleeding ar.d wasted beneath the calm of rpturnin? peace. To the last the old hero kept to the mountains, refusing to ask or to receive a favor, striking with his now feeble arm whenever opportunity offered. Of his movement Mr. Bradley ha? this to say: No Intelligent person of our day cr.uld regret the failure of Glendower's heroic effort. Th.it Welshmen of the times w- have been treating Of should have longed to shake off the yoke of Anglo-Norman was but human, for he was not only master, but a foreigner, and wholly antipathetic to the Celtic nature.

At the tune tin-in the geographical absurdity, if the word may be permitted, of complete independence was frankly recognized by almost every Welsh patriot from earliest times. Gnmmcr Gcsorie.
