Manhattan Cultural Affairs Editor Facing complaints about its fare increase for 1990 and the number of homeless men sleeping in subway cars and urinating on platforms, the Metropolitan Transit Authority put its best face forward yesterday and showed off its improved subway stationscomplete with original art work. The art tour was also a way of celebrating the 85th anniversary of the subway system, which budgeted $500,000 for art work at its inception. And some of that original ceramic art work is still in the stations. MTA officials took the press and invited guests on a tour of that showed beautiful and unusual art work all along the way. "We want to improve the environment and make the subway more comfortable," said Ronay Mens-chel, a member of the MTA board and the originator of the subway art program.

"The subway has a new look, and many of the art projects relate the surrounding communities. Hopefully, people will open their eyes." To the credit of the MTA, the new subway art has been spread throughout the boroughs. And to the public's credit, the art work is free of vandalism. "Maybe that is the greatest compliment," said Steve Wood, a sculptor, "that there (are) no graffiti." Wood has designed 160 small bronze figures for the station at 137th St and Broadway. "The pay-off is watching people look at your work and touch it" So far the MTA has spent $374,000 on art work; but there are 30 projects still in the works, according to Wendy Feuer, the director of Arts for Transit "The money goes for the artist's fee, fabrication, and installation," she explained.

In two cases, 50th St and Eighth Ave. and 86th St and Broadway, real-estate developers paid for the art work. At 50th and Eighth, the Zeckendorf company paid $150,000 for the art in a station that is part of its new Worldwide Plaza, an office and residential complex on the site of the old Madison Square Garden. Although the press got an escorted subway tour yesterday, there are no plans for organized tours for the public "But we are thinking about it," said Tito Davila, a spokesman for the MTA. Yesterday's tour included 12 stations: 50th SL and Eighth granite mural by Matt Mulilcan.
