But they might not be so anxious to boast about their plans to scrap several long-planned projects including the modernization of three subway stations in Downtown Brooklyn. In a major shift of the $46.1 million allocated for the jobs, Transit Authority officials have decided to pass on rebuilding the Atlantic Avenue, Borough Hall, and Flatbush Avenue Stations on the IRT and the Court Street Station on the BMT. Original program began in '87 The projects had been scheduled as part of the five-year capital program begun in 1987 to make the system more attractive, safer, and more reliable.

But since the creation of that budget, things have changed. Transit officials now want to use the money for several new projects, including a $162 million systemwide fare-control modernization program aimed at curbing the staggering numbers of fare-beaters who enter the system each day. If granted, there would have to be revisions of the current five-year Capital Program.
