Smoking more than triples the average person's likelihood of premature facial wrinkling, University of Utah researchers reported in today's Annals of Internal Medicine.

The news may cause smokers who get a lot of sun even more worry lines: The two factors combined increased the risk twelvefold, the study found. In an editorial accompanying the study, Dr. Thomas Kottke, a physician at the Mayo Clinic in Rochester, said the bad news for smokers that their habit may affect their looks may help health officials sell the message that smoking is bad for people's health. All Charge messages to MasterCard must be or pre- VISA paid. A.M. REPORT GRIDLOCK SAM All city parking rules are in effect today and tomorrow. TRAFFIC FORECAST FOR THURSDAY, MAY 16, 1991: Maybe the Berlin Wall is down, but a new wall of impediments is being constructed between Westchester and the city. The latest of the north-south routes to be constricted is the southbound Major Deegan between 233d St.

and Van Cortlandt Park South. One lane is closed at all times. This comes on the heels of a southbound lane closing on the Saw Mill River Parkway between Ashford Ave. (Exit 17) and Lawrence St. (Exit 16).

I-87 at Tuckahoe Road has a northbound lane closed. In the Bronx, the Hutchinson River Parkway has one southbound lane closed at the Hutchinson River Bridge; the entrance from Orchard Beach is also closed. The Bruckner Expressway from the drawbridge to the Triborough has been narrowed to two lanes in each direction. On the Manhattan side, the Harlem River Drive between 135th and 160th Sts. has two lanes closed in each direction from 10 a.m.

to p.m. On the West Side, the Henry Hudson Bridge has a southbound lane closed from 10 a.m. to 3 p.m., and a northbound lane closed from 9 a.m. to 3 p.m. Keep all this in mind if you're going to catch the Yankees as they take on the Angels at the Stadium at 7:30 p.m.

It's "pasta-lock" in Little Italy with the start of the Feast of Saint Anthony. Mott St. between Grand and Canal Sts. will be closed daily until May 27. Come, mangia but don't try to drive in the area.

Also, park legally, since tow-truck drivers know it'll be easy pickings with so few parking spaces available. Here are other potential trouble spots for Thursday: Bayville Bridge-Nassau County Road 14 will have only one lane open. North and southbound traffic will alternate on the one lane. Route 25 at the Route 135 interchange may have two lanes closed eastbound from 8 a.m. to 4 p.m., and two lanes closed westbound from 9 a.m.

for a week. TODAY'S TRAFFIC TIP: Yesterday I explained how to save time while driving north-south on midtown avenues. Today I'll describe the slowest-moving avenues. The clear loser after thousands of travel time runs by the city's traffic department between 34th and 59th Sts. is Madison Ave.

Overall speeds during the last decade have averaged just mph. Conditions have temporarily changed, because the construction south of 37th St. has created a "shadow" so you will make better time if you enter north of 37th. The traditional runnerup has been Fifth moving at just mph. With Central Park closed midday, Fifth is creeping from 66th St.

south during the midday period 10 a.m. to 3 p.m. Sixth is considerably better once you get past Herald Square. And remember, the Sixth Ave. entrance to Central Park stays open from 10 a.m.

to 3 p.m. But you can only take it as far as the 72d St. exit to Fifth Ave. Next week I'll tell you the absolute best and worst segments of streets and avenues and how they vary by time of day. Samuel I.

Schwartz was New York City's first deputy transportation commissioner. Gridlock Sam is published Sunday through Thursday. If you have a traffic question for Gridlock Sam, write P.O. Box 6, Grand Central Station, New York, N.Y. 10163.

STRAP HANG'N The Transit Authority has announced the following major subway service changes: 1 1 route (Manhattan): Uptown No. 1 skips 79th and 86th Sts. from 11:30 p.m. to 5:30 a.m. Sunday through Thursday; from 11:30 p.m.

Friday to 6:30 a.m. Saturday, and from 11:30 p.m. Saturday to 8:30 a.m. Sunday, through Aug. 19 (except May 26; July 3).

For bypassed stations, transfer to downtown 1 at 96th St. For uptown, take downtown 1 and transfer at 66th St. Remember Your Loved Ones IN THE ON MEMORIAL DAY MONDAY, MAY 27, 1991 Pay tribute to your family and friends with a special "IN MEMORIAM" message that will appear on this page.
