He is survived by a brother, John Richardson (Louise) of San Diego, California. He joined the RCAF in 1941 for pilot training. He received his wings in 1942 and upon graduation, he became a commissioned Flying Officer. He was then posted to pilot instructors school in Trenton, and upon graduating commenced instructor duties at Uplands in the summer of 1 942, With his skills and qualifications, he was assessed as an category instructor and for the remainder of WW II, he taught young men, much like himself, to become pilots. After the war, he furthered his education and upon graduation, he re-enlisted with the RCAF in 1 949.

He served for another 25 years at various postings in Canada, as well as Wnght-Paterson ArB in Dayton, Ohio. After a long military career, he re tired as Group Captain (Colonel), and from there went on to private enterpnse. He served as presi dent of Allied Van Lines at the head office in Scarborough, and later operated his own man agement consulting business. In his early years, he was a scrappy hockey player and later became a much accomplished golfer. He maintained an interest in sports and the outdoors all his life and greatly enjoyed his cabin in the woods.

Bill was also an enthusiastic fisherman who will be missed by his fishing buddies. His hobbies included building model railroads and air-crafts. He had a keen interest in politics and as a founding member ot the Nepean Neighbourhood Commun ity Association he was always ready to discuss is sues and share his thoughts with others. Bill was certainly an avowed fiscal conservative. Having lived a happy and rewarding life, his family, friends and accomplishments are a testament to his leaving a mark wherever he engaged himself The family wishes to extend a special thank you to Drs.

Nigel Spencer and C. Morash and to Cathy Langtry, Beth Meldrum, Karen Blackwood, Rose Lathan and Schadrack Bizimana for their kindness and support in these last months. Tubman By Michael rothbart POLYGON NUCLEAR TEST SITE, Kazakhstan An international team of scientists destroyed the last of Kazakhstan's nuclear test facilities yesterday, scratching the Central Asian nation from the list of nuclear-capable countries. Kazakhstan, a former Soviet republic, has worked with the United States since 1995 to destroy silo launchers for intercontinental missiles and other nuclear weapons at the vast nuclear testing grounds in the rocky steppes of northern Kazakhstan. The controlled detonation of 90 tonnes of explosives in the final remaining tunnel of the Polygon test site effectively ends Kazakhstan's status as a nation capable of testing and launching nuclear weapons.

As officials watched from a hillside several kilometres away, a ball of flame leapt from the tunnel entrance, followed by a shock wave and blast of wind. The explosion was used to calibrate equipment at seismic stations around the world to help them monitor future underground explosions. Billy Graham, recovering from brain surgery, was too sick yesterday to deliver opening remarks by satellite TV to a huge, $40 million U.S. evangelical conference, the culmination of years of work by his ministry.

Mr. Graham, 81, is in Rochester, Minnesota, for outpatient therapy at the Mayo Clinic following an operation to relieve a blockage of fluid to the brain. He had previously decided not to come to the Netherlands for his Amsterdam 2000 meeting and planned to address the 10,000 evangelicals long-distance. But shortly before the scheduled uplink yesterday, "he felt he lacked the energy and strength, following a sleepless night" and asked his son Franklin read his opening greeting instead. In the address, Mr.

Graham said: "We have come together to discover how the evangelical church worldwide can further the kingdom of God by the proclamation of the Gospel." He address the closing ceremonies via satellite Aug. 6. The 10,000 participants were disap pointed at his absence, but "the great God is here nevertheless and he is going to do his work," said the Rev. Tom Simbo of Sierra Leone. Amsterdam 2000 is the culminating international event in Mr.

Graham's long career, symbolically passing the teachers are mostly from North America and Western Europe. But of the participants chosen from 28,000 people who applied to the Minneapolis-based Billy Graham Evangelistic Association three-fourths come from developing nations. About 92 per cent are men. Most are evangelistic preachers, those Mr. Graham calls "unsung heroes of the faith." The opening meeting yesterday had the nostalgic flavour of a Graham revival, with 91-year-old singer George Beverly Shea offering a solo and veteran songleader Cliff Barrows leading a hymn.

The main speaker was the Rev. Billy Jang Hwan Kim of Suwon, South Korea, pastor of a Baptist church and president of the Far East Broadcasting Company, a shortwave radio ministry. In a separate prepared statement issued to the conference yesterday, in all situations evangelists must imitate the boldness of the first Christians in the New Testament Book of Acts: "They knew what the Gospel was, and they were willing to stake their lives on their conviction that it was true." During the weeklong conference, participants will develop policy statements on theology, strategy and church relations to be issued on the closing day. Only Mr. Graham's organization could have mounted such a costly and complex event.
