Thus, Harrington is deeply interested in wlial Kennedy docs. And il is for this reason that he was somewhat critical of Kennedy earlier this year for not letting others know what he intends lo do in 1976. Because Kennedy has made no announcements, Harring ton can not make ay definite plans. Ho would not challenge Kennedy should he decide against She presidency and run instead for re election to llw Senate. A'cvertholess, Harrington is laying preliminary plans, counting heavily on his belief that in 1976 Kennedy will be going after the prcsidenlial nomination.

Last week, Harrington met with John Manilla, bclived by many to be the seat best campaign strategist there is in these parts at Ihe present time. Manilla engineered Itep. Robert Drinan's 1970 and 1972 election victories. He also managed Boston Mayor Kevin White's 1970 campaign for governor and John Kerry's 1972 Fifth District congressional race. And, if he should make a bid for the Senate, Harrington wants MartiUa on his side.

The big battle, he feels, will be for the party's nomination to the seat and, with his emphasis on pulling out the vole, Harrington feels that Manilla's campaign techniques make him the ideal manager for Ihe type of campaign he must run, Manila agreed during his meeting with Harrington last week to work for him. The agreement, of course, is conditioned on what Kennedy does. The timetable calls for Harrington to run again next, year for his House Heat. Then, he will bike another look at the situation and, if Kennedy goes' afler the presidency, Harrington will be off and running for (he Senate.
