Fcny, theHcaiib To me lioi o. able Mayor and Common Council ol the city of Chicago: The litalih Officer, acting under from the Mayor usd Board of Police, has at different times, in the exerdte of hie duty, made inspection of the Cbic-igo river and of the manufactories and other esubllcbments along its banks, and begs leavw reepectlullv to report: That the condition of the North Branch of the river is such as to shortly threaten the health of the city. It is scarcely possible to convey in an accurate idea of its filthy state. It is covered from bank to bank in some places with a thick coating of vegetable matter, the stanch frem which is men that ponies living or working in the vicinity are made sick by it, end tue water Is rendered completely unfit lor drinking, culinary, or even washing purposes.

That the canse of this Is, in a great measure, doe to the distilleries which lie on the North Branch of tbe river. The Health Offlcar has seen the swill. dosg and other filth runnhsg into the river in large quantities from the yards of those And those are thorouibly cover and filled in some plarestu the depth of several fet lwnb the same material, which in itself I senotgb topoison sir. a rather careful calculation indicates that at least seven thousand ofthls filth is into tbe river every twenty-four from the distilleries of U. Crosby, Chicago Distibery Company, J. H. Wicker Co. and S. Nickerson Co, Other sources of filth undoubtedly exist, but they are collectively insignificant as compared With the distilleries above named.

That a regard to the health of the city demands the adoption of thorough measures of some hind, such as in tie Judgment of the Council shall be adeouate to change this state of things. The north branch of the river is rapidly growing worse and the measures heretofore taken are wholly ineffectual. A portion of the mass of filth Is carted awav from some of these establishments, and from one, iha, of Messrs. Nickerson a long trough carries aucod portion of their offal to a distance of more than hall a mile from the distillery, hut it appears to be of little benefit. Eight or nine thousand bead of cattle have been fed at once in connection with these four distilleries daring the past year, and every particle of swill, dung, and other excrements, finds its war directly or ultimately into the Chicago Elver.

Very little offal is tend in Bridgeport during the summer months. The great nuisance there is a large Slough, called the bcanlou running from Packing House nearly to Wahl 8 Glee Factorv, a distance of about one mile and a half. This is filled to the depth of uve to six teet with decaying animal matter which gradually finds Its way into the river.

That the Distil'cre who were spoken with all protoesed an entire willingness to co-operate tn the cCort to prevent the nuisance, and that it would probably result beneficially if a Committee were appointed by the Common Council to confer with them and obtain their views on the subject. That the increasing sanitary requirements of the city necessitate some changes in the Health Dcpamnent, and he requests your honorable body to cal) on the Board oi Health, to meet for the fulfillment of its duties, or to instruct some other committee to make the necessary Inquiries and repen to the Common Council for its action.
