10 BRITISH HELP Lloyd George's Statement in the House of Commons MAKES HIS POSITION CLEAR i British Premier Notifies Anti-Bolehevist Leader That In Attacks On Soviet Forces He Must Act On Hie Own Responsibility. London. Premier Lloyd George Stated in the House of Commons that the government had made It clear to Gen. Baron Wrangel, antl-Bolshevlk leader in South Russia, that if he further attacked the Soviet forces he must do so on his own responsibility. General Wrangel since then had opened further operations, the Premier added, and the responsibility, consequently, was his own.

between the Allies relative to policies they will follow will have no influence upon their cordial relations, said Premier Millerend at Le Quesnoy, a town in the devastated region, which the Premier visited on Sunday. "Divergencies of views," he da tiered, "are very natural, even ha tween Allies, but they do not weaken reciprocal deep esteem, nor the conviction that the maintenance of their tUiance is for the Entente nations a moral duty and necessity of the hour. However painful are certain moments when these divergencies become marked, at the same moment it is realized that the next day the Allies will walk hand in hand toward the same purpose, the reign of liberty tnd justice. It was for this reason that on Vimy Ridge 3,000 Canadians, whose monument we decorated yesterday, died. When there are between Cations these bonds, their alliance comes out stronger than ever when the clouds are gone." The Earl of Derby, British ambaslador to France, called at the foreign Sffice and conferred with Maurice Paleologue, general secretary of the foreign office, on the Polish question and the situation arising from France's recognition of General Wrangel.

They examined various plans which might Ifford the two governments a basis for common action in their Eastern Eu ropean policy. Lloyd George's announcement that Great Britain had informed General Wrangel that any further attack by him on the Bolsheviki would be on his own responsibility comes almost on the hehls of France's recognition of and promise of material aid to the anti-Bolsheviki leader. Some officials and diplomats here were of the opinion that the situation was not quite as serious as appeared an first examination of the Premier's announcement. It was said that Great Britain had been aiding General Wrangel and that it was entirely posBible that the British Government had decided to withdraw that aid at this time, because it did not desire any complications in the Soviet-Polish armistice negotiations. The action of France in recognizing General Wrangel is understood to have met with the approval of the American Government and the French reply to the American note to Italy on the Polish-Russian situation has disclosed that the United States and France practically are aB one in their policy toward Russia.

State Department officials said they had received no information as to whether the British Government intended to reply to the American note, In which the United States said it would welcome a declaration of policy by the Allies as to the future of Russia. A rejoinder from Great Britain and also from Italy still is expected, however. PLANE HITS WIRE; FLYER HURT. Aviator, Severely Burned, Not Expected To Live. The note, which is 800 words long and is signed by Premier Millerand, recapitulates the conclusions in the American note to Italy, saying that France "reaches an identical conclusion." It adds that France "never varied in its determination to support the principles so clearly formulated by the government of the United States." The French note says it was with these principles in mind that France recognized General Baron Wrangel (anti-Bolshevik commander in South Russia), and decided not to approve the Soviet's terms to Poland unless they conform with these It concludes that France is "happy to note once again the most thorough harmony between the sentiment animating the American and French pea pies when there is at stake the future of civilization." A copy of the note was given La land Harrison, secretary of the American Embassy, while he was calling on Maurice Paleologue, general secretary of the Foreign In the course of the note, Premier Millerand says that the American and French governments "cannot have official relations with a government resolved to conspire against the institutions of France, whose diplomats would be instigators of revolts and whose speakers proclaim they will sign contracts with the intention not to live up to them." The French government believes as does the American government, the Premier continues, in the necessity of an independent state of Poland and desires ardently (1) to maintain the political independence and territorial integrity of Poland, (2) to support efforts to deal with the Russian-Polish armistice question, without negotiations having for their consequence recognition of the Bolshevik regime and dismemberment of Poland, and (3) to help the Russian people in the future.

France has not yet determined to aid materially Gen. Baron Wrangel, the anti-Bolshevik commander In South Russia, as, according to an announcement from the Ministry of Foreign Affairs, Premiers Millerand and Lloyd George agreed at the Hythe conference that such aid was not to he undertaken except in certain eventualities. It is considered that France will not act until after an exchange of views with Great Britain. The Foreign Office Issued a denial that France had ever encouraged Poland to wage war with the Bolsheviki. On the contrary, the statement said.

France has urged Poland to keep within her ethnographic boundaries and to realize that her dangers lay westward rather than eastward. 60 to or a WILL DIRECT C. P. PUBLICITY. Earl Godwin, Former Editor Of Washington Times, Gets Post.

Conquest of World By Arms, Reds' Avowed Aim POLISH WAr? SOON TO END If Berlin Government Refueee Perm Ifelon For Tran rportation Of Troops, Revolution Will Be Fostered.

Kolno, Russia Intends to seek an alliance with Germany to make war on France and, if this is successful, to undertake a conquest of England and eventually America. So soon as the Polish war, which is considered a purely Russian business, has been finished a note will be sent to Berlin, they declared, demanding permission to transport troops across Germany for the French campaign. Upon refusal of this request, which is taken for granted, a revolution will be instituted in Germany, the success of which, the Bolsheviki asserted, they were prepared to assure by force of arms. With these ends in view, the Russian soldiers, who had been told that all wars shall cease with ultimate victory over the Poles, are being subjected to a vigorous propaganda, which declares that Frenchmen will be shot on sight but that the Germans are friends who soon will become comrades of the Bolsheviki. These admissions have been corroborated by information gathered by the correspondent in conversation with German representatives of East Prussian newspapers, who had interviews with the Bolshevik army chiefs at the front.

The Bolshevik leaders declare that within three weeks they will be in complete control of Poland, including the Polish Corridor, which they intend to occupy, leaving a ten kilometre neutral zone about Danzig. MOST CARGOES IN U. S. SHIPS. 60 Per Cent.
