(OP)—The United Nations Security Council empowered Its Balkans in- \estlgatlng commission yesterday to seek reprieves for condemned men who have information about bovdcr trouble between tlic Greeks and the Yugoslavs, Bnlga;ians rmd Albanians. The council's action, based on a proposal <by the United Stales, places no obligation on governments of the four Balkan states to eom- plj vulh rcquesls by the investigating body.
