Bernard, Sorrell, Quebec. He was Montreal, employed by Lunham and Moore Shipping retiring after 36 years of service and was Treasurer of the company at the time of his retirement in 1979. He was married to Doris Hale on April 10, 1943, in St. Augustine Church, Montreal, Quebec, by Rev. Byrd (predeceased September 30, 1982).

Survivors include: 1 daughter and son-in-law, Shirley and Robert Bingel, Chateaugay Lake; 3 grandchildren, Robert Bingel, North Whales, P.A.; Mrs. Alan (Janice) Reed, East Hadden, Heather Bingel, I Chateaugay Lake; several nieces and nephews. He was a communicant of St. Bernard's Church, Lyon Mountain. Predeceased by 2 brothers, Cecil and Cedric Lane; 1 sister, Marie Lane.

Corrections Canada officials were not told by their own employees that male guards strip searched female inmates at the Prison Women in Kingston last year.

Tom Dafoe, the co-ordinator of the riot squad involved in quelling a disturbance at the women's prison April 26, 1994, told a federal inquiry Tuesday he didn't tell officials that their public denials were wrong because he doesn't pay attention to the media. "The staff here would certainly. have access right up the line to inform their superiors if information supplied to the public was not factual, but, there again, you look at the media and how things are interpreted in the local newspapers and most of the time I don't even read the newspaper because the information contained therein may be factual and it may not," Dafoe said. He also said he wrote an official report about the strip search but didn't include the fact that men stripped one woman. Nor did his report say that heavy cloth cloaks were available for the naked women to wear.

Instead, they were left all night in short paper gowns. The Arbour Commission, chaired by Madam Justice Louise Arbour of the Ontario Court of Appeal, was appointed to investigate the problems at the Prison for Women that began with an April 22, 1994, attack on four guards by a group of inmates. The male riot squad from the Kingston Penitentiary was summoned by women's warden Mary Cassidy after four days of disturbances in the prison segregation unit. Dafoe testified that Cassidy approved a strip search with men present and a female guard cutting off the clothes. He told the inquiry Tuesday that he assumed his superiors would contact him for information and view the videotape of the incident that showed two men ripping a shirt off inmate Brenda Morrison.

That didn't happen. Prior to releasing its report on the incident, the Corrections Canada board of investigation, which included the new warden of the prison, Therese LeBlanc, viewed only part of the videotape. As a result, its report said the female prisoners were searched by female guards in the shower. Dafoe, who was interviewed for the Corrections Canada investigation, said the board viewed only the first few incidents on the tape and skipped the rest because it understood it was Morrison was the last of the eight inmates the riot squad searched and removed from a cell. She appeared at the end of the videotape.

Dafoe testified that he heard through the grapevine of a July 1994 internal memo that said men weren't used to strip search the women, but didn't do anything about it because it was only "rumor." Then in November 1994, warden LeBlanc denied in a radio interview that men were used to search the women. She remained ignorant of the strips search until a television program aired the tape of Morrison in February 1995. In other testimony Tuesday, Dafoe said one of the reasons for using a male squad instead of female staff members from the Women's Prison was that the guards might seek "revenge" on the unruly inmates.
