Having duly celebrated the inauguration of our now dramatic temple, having dealt out liberal on all hands, from this time forward we propose to assert the right of criticism. "Frou Frou" is a play iv whioh the whole iuterest centers iv the heroine.

With the exception of an occasional note of comedy, principally referable to the Baron de Catnbri, all etforts of every Itiud depend upon the lady who persouates the title role. Allowing for the superb toilets of Mademoiselle Kin we are constrained to say that Blie failed to realize the high wrought expectations created by her reuditiou of Lady Teazle OH the opening night. Wheu aha becomes excited she speaks a language which a Parisian friend assures us Is not French and which wo cau a wear is uot English. Iv faot, for the greater portion of the evening, the charmiug star woe simply unintelligible to niue-tenths of her audieuoe. As she has a spleudid company, it is a pity that that portion of her repertoire wh eh sterling pluys with diversified action has not been more fully underlined iv tbe bills.

We are convinced that Mademoiselle Rhea would make a charming Lady liny Spauker; and lette might be very ceptably substituted for some of the plays already announced. Acknowledging a great pride in our new theatre, which, wo are assured, possesses splendid propertyroom facilities, it was a little trying, en the opeuiug night, to see tbe scene shift from tbe drawiug-room of Lady Teazle to that of Ludy Soeerwell without a change of "set." We trust that, during the remainder of Mademoiselle Rhea's eugagemeut, no such faults of omission will be noticed. To our infinite pleasure one new "set" was introduced last night. The ii combination is a remarkably talented oue, especially in its male components. We heartily hope that full scope will be given to its capabilities.

Last night, iv addition to the general excellence which characterized the acting of Mademoiselle Rhea, save in momeuts of excitement, when her command of F.uglish was defective, Miss tiugenie Liudeinau was effective and charmiug. Tonight the L'ueuuat Match will hold the boards, and it will doubtless be en joyed by a large house. EASTERN. Notes of Progress. Pomona now has seveuteeu fiowiug artesian wells that furnish 395 inches of water, with twenty miles of rlnine aud water pipe.

That result will astonish the readers of the Hkkaj.d, at a distance, who have no adequate idea of the of thU country in its industrial development. The ovement is sinij ly gigsVttic, iv every direction from Li-s Angalav the work of plowing, planting, building, sinking wells, drifting, tuu planting orchards, forests and vino yards is going forward with tremeudous energy. The I'omooa settlement, in ad ditiou to the 196 inches of well water, has brought sov Inches of water from the San Antonio cafton, aud from the San Antonio CUmega eighty-three inches inure bavo beeu brought out making over 1,900 inches of water brought out on to what was a squirrel pasture twelve years ago. Such a development is grand, and shows that the possibilities of Southern California, as set forth ia the Hckalii in years that are past, are being seized upon aud set forth even more rapidly than the prophecies of the Mm: ai.u indicated. Pomona has one six million gallon reservoir aud will make several more, while Anaheim is building MM that will hold 42U.U00.U00 gallons, lv I Canada reservoirs are to ho made i aud the orchards aud vineyards are ing the cbapparal to the in una tains.

Koitok Ukrai.o It is probably no fault of tbe manager, tbe new theater in tbn city last night, that tbe speculating fraternity "got their work iv" on the sale of tickets at public auc ion. It would not be a matter of surprise In these days of "puts and calls" to see pews lv a fashionable chnrch knocked down to tbe ungodly for nptoulntive purposes. But it is gratifying to see the "scalpers hoist by their own petard." This was witnessed Inst cveuing at the opening of tbe uew theater. Although there wui a crowd jamming Main street from First nearly to Second it seemed to be composed chiefly of those who hud come to wituesa the fashionable trappings of the elite aud dude element, rather than invest in tickets costing more than regular rates. Ths result won that many injudioious investors iv tickets at from $2.75 to $7.60 premium were glad to sell out a large balance ol holdings for the regular charge for the class of tickets they held.

Tie; public has no sympathy for these "scalpers" In their losses. A fraud was attempted upon the publio aud it has grown wise enough to wait and "get even." It cnunut be doubted that there are sufficient numbers of persons in Los Angeles able to appreciate the brightest talent which may grace the boards here; but they do not belong to a class so sub- Jaottfl of jiuy advertising or speculative craze as to lose either their business or art-critical sense. It is expected aud be' lieved that the management of the Los Angelas theater will meet, so far as possible, ths requirements of a community uo more fastidious tban those of older cities. Ytrbum Sup. Brown, practical miner, just arrived from ths Calico alining District, San Bernardino county, a Hebalu reporter gleans the following reliable information. The sampling works of iJAKgett, near the town of Daggett, are vow iv a condition to perform effective work, ami all tbe miners who are taking out chloride ores propose to patronize the establishment. In addition to this, Mr. Osborn understood to bu perfecting arrangements tor tbe erection of largt reduction works, to accommodate not only the necessities of his own rich group ot mines, but of numerous others now developing with great promise. Wm.

Raymond, the owner of the Garfield, has recently bought the Oriental group, and proposes to cut a tunnel through tho ridge on which is located the Uartteld mine, running under the Occidental group, from one caDon to the other, which will test the value of this extensive property at a great depth. Mr. Raymond is now bufcily at work with two shifts iv a tunnel already 200 feet in length. Tbu reporter was shown specimens of ore from the Bismarck, containing pure silver, aud other specimens more or less Impregnated with silver ore. Heretofore tbe ground iv the vicinity of the Bismarck has beeu considered worthless, but Mr.

Brown feels aasured it will turn out an abundance of profitable ore milling from $75 to $150 per ton. Altogether, Mr. Brown insists that tbe Calico Mining District, notwithstanding the great output of the King mine, so well known, la still in its infancy, and that the most startling developments abide in ths future. Another Crooked Prospector. The Herald called attention last Fall to a scoundrel by Ihe name of Taylor, who swindled Col.

Howland out of an ontlit, consisting of a spaa of horses and wagou aud a supply of food for a mining camp for several weeks. Taylor pretended he had found some of the best of silver mines and exhibited some very rich specimens of ore which he had stolen. Mr. Church, formerly foreman of tbe Bveniny of this city, was induced to go out with Taylor and two raiueri, to open a the great silver mines which he bad discovered. But when the outfit had reached the vicinity of the mines Taylor, on a pretext to go ou an errand of stria sort, left Church and ran away with tbe team, which he sold in Ventura county.

He was afterwards caught in San Luis Obispo aud sent to Prison. A similar case appears to have turned up again in San Bernardino, where a man named Joseph Ingram, who goes by the name of Morgan, was the culprit. He showed rich samples of ore to Doctor Geo. T. White and induced him to purchase a horse and wagon and a camping outfit for prospecting, which Morgan-Ingram borrowed for a brief drive to see some dear friends neur the Chino Rancho.

That was about two weeks ago, but the borrowed outfit has not been returned. A warrant has been issued for the arrest of the Bwiudter. Resolution No. 282. Resolution of intention to improve and grade Second street, from Buuker Hill aveuue to Olive street.

Thou, Mayor. A Dangerous Street. Ou Temple street, near Pearl, is a narrow causeway needing the attention ot the city authorities. At the crossing of an arroyo the street baa been filled so narrowly that two teams cannot pass, and during a dark night tbe driver of a team is compelled to feel his way cautioualy to prevent precipitation down the steep embankment. Should a runaway occur on the approaches of either side, a wreck of team, driver, vehicle and contents would seem to be inevitable, to say nothing of prospective collision.

The dangerous passage should be attended to at once. Portland Cement. My own importation; direct from ex-ship Blengfel. For sale in lota to init. Special rates glren for large Walter S.
