A range of factors from low self-esteem to dependency on others for care leaves mentally and physically disadvantaged residents vulnerable to abuse, the report says. "Often people with disabilities are victims of violent acts perpetrated by their care-givers," says a draft copy of the study obtained under the Access to Information Act. The study, which summarizes recent findings, was prepared for the Justice Department by the Roe-her Institute, a leading research group for disabled people based in Toronto. It says many institutions see the problem of violence within their walls as largely one of residents lashing out at staff. "A range of other research studies indicates, however, that people with disabilities are frequently the victims of violence." The review of data found that between 20 per cent and 80 per cent of those surveyed said they had experienced violence by staff or residents at psychiatric institutions, nursing homes and other facilities.

Threats, physical and sexual assault, and psychological and verbal abuse were among the most serious allegations researchers discovered over the last 15 years. Some 250,000 disabled Canadian adults live in institutions. The study cautioned that existing research draws on small samples and mainly focuses on the United States. It says several factors contribute to violence in institutions: Negative public attitudes towards disabled people, reinforced by the media, that stereotype them as "easy prey" to violence. Social isolation and poverty.

"Poverty amongst individuals with disabilities may leave them with few options or choices, thus making it difficult for them to leave abusive environments," said the report. Lack of privacy, increasing the likelihood a disabled person will be exposed to an abusive person. Little education about human sexuality, which may limit a resident's ability to understand and report sexual abuse. Disabled people might also find it difficult to tell others of abuse because they are afraid of losing needed services, or have grown used to being passive. Research also suggests many institutions lack measures to prevent or respond to violence by staff and residents.

Administrators frequently discourage attempts to challenge or report violent incidents, and the events were kept quiet. Hamilton hospitals ban balloons HEALTH RISK: Latex party favors pose allergy clanger to staff. HAMILTON (CP) The city's five; hospitals don't want to be party poopers, but officials say they must ban rubber balloons because latex poses an allergy risk to staff. Hamilton hospitals announced an immediate ban on the balloons Monday, citing recent studies that indicate about 12 per cent of employees are sensitive to latex. That compares to one per cent of the general population.

"In most severe cases, those who suffer from latex allergy can experience serious breathing problems if they enter a room with a latex balloon in it," said allergy expert Dr. Maureen Cividino. Seventeen nurses at city hospitals have required medical treat-: ment because they couldn't breathe, she said. Children's hospitals in Toronto, Vancouver, Montreal and other major centres previously banned balloons out of concern that children would choke on them. Signs and pamphlets will be used in Hamilton to inform hospital visir tors of the latex ban and area balT loon retailers will be notified.

Archbishop Joseph Wilhelm, was born in Walkerton, Ontario, November 16, 1 909. He was ordained a Priest, June 9, 1 934 and served as Priest and Pastor in the Hamilton Diocese and as a Military Chaplain during the war, then appointed Auxiliary Bishop of Calgary from 1963 to 1967, and Archbishop of Kingston from 1967 to 1982.
