The greater portion of the Proiect will be constructed by using cut and cover techniques. hTe remainder wil be constructed by rock tunneling techniques.

Temporary local disturbances typically flowing from the use of these techniques may be expected. The Proiect is being reviewed pursuant to Section 204 of the Demonstration Cities and Metropolitan Development Act of 1966. The Proiect will take into consideration the special needs of elderly and psysically handicapped persons, by incorporating improvements such as escalators at all stations, high intensity lighting, non-slip floors and treads on stairs and platforms, identification of platform edge bv different floor texture, modification in stairway design to improve angle of ascent and descent, improved graphich, and audio systems. All interested persons, organizations and agencies will be heard with respect to the social, economic and environmental impact of the Proiect and may submit evidence and recommendations orally or in writing with respect to the Proiect. Oral presentations on behalf of bona fide organizations and agencies will be limited to ten minutes.

Individuals will be limited to five minutes. Written testimony for incorporation in the record concerning the Proiect will be accepted at the hearing or by the Secretary of the New York City Transit Authority. New York 11201 NOTICE OF PUBLIC HEARING SOUTHERN EXTENSION OF THE SECOND AVENUE LINE FOR THE NEW YORK CITY TRANSIT SYSTEM Notice is hereby given that the New York City Transit Authority will hold a public hearing on Wednesday, March 21, 1973, at 7:30 p.m. at Stuyvesant High School, 345 ast 15th Street, Manhattan, on the proposed Capital Improvement Proiect generally described as: SOUTHERN EXTENSION OF THE SECOND AVENUE LINE FOR THE NEW YORK CITY TRANSIT SYSTEM The Proiect consists of the construction of a new subway route (Designated Route 132-C) in the Borough of Manhattan. This new route is a southerly extension of the Second Avenue subway, a portion of which is now under construction. Upon completion of both Projects, a new high speed main route will have been provided for the full length of the east side of Manhattan.

A third route will connect these two routes to existing lines in the Bronx to provide a new main tine service between these two boroughs. The Proiect begins at East 34th Street and Second Avenue with a connection to the Second Avenue subway (Route 132-A) and continues generally in a southerly direction under Second Avenue, Chrystie Water Street to a terminus in the vicinity Street, St. James Place, Pearl Street, and Water Street to a terminus in the vicinity of Water Street and Whitehall Street. The Proiect is planned basically as a two-track facility with a limited number of stations to permit high speed service to and from lower Manhattan. Supplemental trackage will be provided at key points to insure operational reliability.

The total length of the proposed proiect is approximately 3.7 miles. The Proiect includes the equipping of the new route with all the necessary apparatus and appurtenances needed to provide a complete rapid transit railroad, ready to carry passengers, including rapid transit cars. The equipping of the route includes such elements as running rails, contact rails, substations, signal and comunication systems, station finishing, lighting, drainage, ventilation and cooling systems, and similar work necessary to convert a bare tunnel structure into a finished rapid transit railroad. The Authority plans to construct seven passenger stations on the new route. The stations and their locations are as follows: East 23rd Street Station, on Second Avenue from East 23rd Street to East 27th Street.

East 14th Street station on Second Avenue, from East 13th Street to East 15th Street. East Houston Street Station, on Second Avenue at its Junction with Chrystie street at East Houston Street. Grand Street Station, on Chrystie Street at Grand Street (This is an existinq station location, which is to be enlarged). Chatham Square Station, on Chatham Square at the intersection of St. James Place, Park Row, the Bowery, and East Broadway.

Pine-Wall Station, on Water Street, from Wall Street to John Street. Whitehall Street Station, on Water Street, from Whitehall Street to Coenties Slip. The Proiect will require acquisition of easement or fee title for six (6) residential properties involving six (6) permanent underground easements, four (4) commercial properties involving three (3) "er-manent underground easements and one (1) fee title acquisition. Additional property and or easements will be required for shaft sites in rock tunnel sections and for off street entrances and cooling tower locations at each station. The Proiect will also reouire temporary construction easements and permanent underground easements of two (2) Parklands.

No temporary or permanent relocations will be required by the construction of this Proiect except for the one commercial property to be acquired in fee. The temporary occupancy of a part of Sara D. Roosevelt Park on Chrystie Street will be required during construction, but the Park will be restored after construc-tio" is Brooklyn. N.Y. Feb.
