3 ill Residents Seek Time Extension Residents of the tiny community of Victory Hill have decided to ask the National Capital Commission for a time extension on its life. Cottage dwellers, whose small homes are located on Crown land near Black Rapids, were informed by NCC a short time ago that yearly "licences of occupation" would be withdrawn after September, 1969. A- major "active recreation" park is to be developed on the land. Leaving at this time would cause severe hardship for some because of the present housing situation, said Victory Hill Cottage Owners' Association president Daryl Bean Friday. Speaking at a meeting attended by NCC representatives, Mr.

Bean said it would be impossible for owners to move their drellings because of the present day building standards. It was pointed out that most homes would not meet the specifications set by municipalities in the area. HARD ON PENSIONERS Moving would be particularly rough on about two-thirds" of the 12 permanent residents because they are living on pensions, said Mr. Bean. Mr.

Bean said he didn't know how much time would be needed but "it would have to last as long as the housing shortage' Besides the 12 permanent owners there are 20 summer cottage owners. NCC property manager Donald McClelland told the 40 residents who attended the meeting the commission would be willing to assist in. locating the "hardship cases" In NCC owned apartments and homes in other areas. However, it was pointed out that at present there were few vacancies. The cottage owners say they have known for some years they would eventually have to leave but "now" is the worst time possible.

"If we were told to leave four or five years ago it wouldn't have been any problem because there wasn't any housing shortage then," said one resident.
