Born in L'Orignal, Ontario, he was the son of Judge Edmond Proulx and Renee Audette. He practised law In L'Orignal for almost sixty years until his retirement in 1991. He was Crown Attorney for the United Counties of Prescott and iRussell from 1961 to 1981. He was Reeve of L'Orignal from 1942 to 1961, and Warden of the United Counties of Prescott and Russell. He was President of the Prescott and Russell Law Association, of the Club Richelieu of Hawkesbury and of the Canadian National Institute for the Blind for the County of Prescott.
