Once iCPv found, spend as BSSftKH- i.ljr Mill little as sV necessary and Decision to back food retailing costs at least $200,000 By Carrie Buchanan Citizen municipal writer Ottawa Council's June decision to promote food retailing in the By-ward Market cost taxpayers at least $200,000 Wednesday. Council voted to reject an offer by the Caisse Populaire Notre-Dame d'Ottawa to have another restaurant take over the lease from the bankrupt Arizona 53 Bar and Grill, in a city-owned building on York Street.

Instead, council decided to try to find a food retailer to rent the space. The debate took place in a closed session during Wednesday's council meeting. A staff report outlining some details was released following the vote. The seven-year lease would have paid off $90,000 in tax arrears and brought in rent of about $5,000 per month. The building is likely to be vacant for several months because it must be renovated for food retailing.

The city will forego that revenue and pay at least another $80,000 for renovations, said Britannia Coun. Jill Brown, who was outraged by the decision. Only Brown and Car-lington-Westboro Coun. Mark Maloney voted against it. The city will also lose business taxes and earn a significantly lower rent for food retailing than a restaurant would pay, said Brown, who owns a retail business herself.

She and Maloney each estimated the total cost at $230,000, including lost revenues. Caisse Populaire official Sylvain Barrette estimated that if the space remains vacant for six months, the cost will be over $270,000. If it's vacant for a year that will rise to more than $300,000. "In this economic climate, we want to say no to them?" said Brown. "We're not co-operating enough with business.

We're not receptive to business. The city might as well put out a sign that says we're closed for business." In- June, council voted to encourage food retailing in the market, after a study of the area warned that losing food retailers would "Acea" Cheese Grater Great design and extreme practicality. The Canadian Hunting Trade Show has an exemption from the city's bylaw banning display or sales of replica firearms, pop guns or air guns, which it needs to hold a show scheduled for Feb. But it has asked the city for future exemptions for 1995 to 2005. That was granted by a council committee Nov. 25 and went to council for a final vote Wednesday. Meanwhile, the Coalition to Oppose the Arms Trade learned about the show, after the Nov.

25 meeting. It urged councillors to reject the request because it thinks the show could be used to sell weapons to repressive foreign regimes. It also wants council to reconsider the 1994 exemption. Council agreed Wednesday to refer the matter back to its policy committee. "There are just too many unanswered questions on this issue," said Capital Coun.

Jim Watson. "I am unclear about whether this is a hunting and fishing show," said Wellington Coun. Diane Holmes. Coalition co ordinator Richard Sanders said in a letter to councillors that giving blanket approval to the show up to 2005 would allow it to be transformed over time into a "full-fledged international weapons bazaar." Sanders was not allowed to speak at Wednesday's meeting. Because embassies are invited to the show, Sanders said, international arms merchants could use it as an opportunity to sell weapons to repressive regimes.

Rene Roberge of the Canadian Sporting Arms and Ammunition Association, which runs the show, said last week that embassies, local police, the RCMP and the Canadian Armed Forces are invited. The list of embassies was screened to eliminatecountries like Bosnia, Serbia and Somalia, he said. Council voted to have its policy committee ask a representative of the association to come and answer questions. No date has been set for this meeting. Hiring of inspectors hinges on budget Citizen staff Ottawa Council supports hiring new inspectors to visit small apartment buildings and rooming houses to enforce property standards.

But council still has to find $114,000 in the 1994 budget, or leave some staff positions vacant elsewhere, to pay the new team. That choice will be made during budget deliberations. Some residents have said Ottawa is in danger of creating urban slums if it doesn't do a better job of enforcing property standards. A coalition of community associations, landlords and two councillors. Diane Holmes and Peter Harris, formed this week to push for a regular inspection program.

Under the current system, the city's seven inspectors only respond to complaints. They only visit the complaining tenant's apartment, not the entire building, said Wellington Coun. Diane Holmes. "We hope this will mean they'll inspect the whole building." The new team would focus on 134 buildings that are known to have chronic maintenance problems that generate complaints.
