No Cop-Out for This Check Art Society Awards onor 2 Civic Groups Vet Problems To Be Studied At Conference The problems of returning Vietnam veterans will be the focus Saturday of a city wide conference jointly by Rep. James H. Scheuer (D-Bronx) and Fo fci I'--- ersity. t- 1-i By PRESTON LAYTON CO The garden of the Carnegie Mansion on Fifth Ave. was the scene last week of an unusual event.

The Municipal Art Society of New York broke its traditions and gave two community groups, one from Manhattan and one from the Bronx, its 79th annual awards. li sgt discharged servicemen, organization officials and city, state and federal officials will gather at Fordham's Lincoln Center campus, GOth St. and Columbus Manhattan, at a.m. to discuss such problems as readjustment of vets, employment, health, housing and education. "Programs Not Scheuer said fewer than of each year's Vietnam returnees are taking advantage of the GI Bill compared to a 50'i rate among World War II veterans.

This, he said, is a "strong indication that our veteran programs are not working successfully." Richard Trent, president of New York's Medgar Evers College, will be the keynote speaker. The proceedings will include veteran-staffed morning and after-ternoon legislative casus at to say that public funds should be restricted to good people, and kept away from bad people. Their policy, essentially racist, had the effect of keeping money away from all people. On the grassroots level we are trying to break through out-of-date restrictions to: fulfill the needs of the people in the community," said Zicarelli, whose association represents all racial groups in the Bronx. Manhattan Recipient "We've worked hard, but when compared to the Upper Park Ave.

Community Association, we've been sitting in butter," the slight, brisk-moving priest added. "They've made hopeful progress in an area where only despair Police Commissioner Patrick V. Murphy made presentation in behalf of city's 35,000 policemen and the department's civilian employes.

For 78 years the society has met once a year to award a bronze plaque to a building erected during the year that has added a touch of pleasantness to the lives of New Yorkers. This year the society concluded that no such building had been constructed, and presented "Survival Awards" to the two community groups because "their efforts demonstrate in a highly visible form that the city can and will survive the desperate problems that now beset it." Neighborhood Renewal The Bronx award went to The Twin Park Association. During the last four years the association, which is now composed of 18 churches and 50 community organizations, has successfully marshaled all federal, state, city and community resources for construction of the $122 million, Twin Parks housing complex. The complex, nearing completion in the Bronx Park-West Tre-mont area, represents a program of complete neighborhood renewal. Included in the development are schools, libraries, and three vest-pocket parks to serve 8,000 new tenants in middle and low-income levels.

The Rev. Mario Zicarelli of Our Lady of Mount Carmel Church, president of the association, accepted, the survival award from the society. "The politicians in Albany used on the south, and 125th St. the north. Other Programs supply.

The ship repeatedly signaled to another vessel that it needed fresh water. Again and again the reply came back, "Cast your buckets where you are." Finally, the ship did as directed and, to the crew's surprise, drew up fresh water. "That's all we are doing, Miss lemma told the audience gathered in the garden, "We're cast had existed. The Upper Park Avenue group Zicarelli referred to was the Manhattan recipient of the survival award. Founded without funds in 10G5 by two women, Mrs.

Margaret Jenkins and Mary lemma, the association has worked for the total rehabilitation of a nine-block area that lies beyond the flowered malls of midtown Park Ave. In six years, while obtaining funds, UPACA has created hundreds of new apartments and construction jobs for people in the community through renovation of buildings in an area bounded by Park and Lexington Avenues on the east and west, 110th St. tended by elected city, state and federal officials. Experts to Participate Among the participants are Frank Votto, state director of Veteran Affairs; Army addiction specialist Maj. Scott Peck, Ford-ham dean Joseph Mulholland, Frank Natale of the Phoenix House veterans program, Otilio Mighty of the New York Urban League and Dr.

Henry Rosett, professor of psychiatry at Mount Sinai Hospital. Professionally trained counsellors also will be on hand to assist individual vets with their problems and to advise them of their legal rights. The group has also started teen employment programs, day care centers, mental and physical health programs, and remedial education programs open to all people in New York City. In accepting the society's award, Miss lemma recounted a story once told by Booker T. Washington about a ship at sea that had expended its fresh water ing our buckets into the community, and coming up with fresh water." tern film G-FT.
