"We are still very early in the process; but the farther away from Cadman Plaza, the less desirable the site would become." The timetable for construction and the opening of a detention facility in Brooklyn would be anywhere from 3 to years. Once completed, however, the planned detention facility would hold 500 prisoners.

"The population at the lower Manhattan facility is 850 this week," said Patrick, who noted that it was originally designed to house approximately 458 prisoners. "So, basically, we are at double the population." Patrick added that at the Foley Square site, of the population is made up of marshals' detainees awaiting trial or sentencing in the Eastern District Court in Brooklyn. Brooklyn makes sense "There is need for additional space, and it makes sense that we build an additional facility in Brooklyn," he said.

"The 1989 federal budget still includes a line item project for such a facility but the budget has not been approved, so we do not have the funds at this time. Our office felt we should try testing the waters." To "test the waters," Patrick said his department has begun screening available surplus federal property in Brooklyn.
