A correspondent of the Buffalo Com mercial gives soma interesting particulars id reference to Ilia Federal prisoners now confined at Richmond. Ho derived his in formation from tho statements of the three who recontlv escaped Cnpt.

Hurd, and Lieut. Murphey and Ray nor aed who with much difficulty and stifforing made their way to Washington. Wo copy the following paragraphs from his communica tion: The condition of the prisoners in Richmond as stated by Capt. Hurd is briefly this. There are 1 700 of them conflnod in five largo tobacco factories.

They are supplied with sufficient rntions of broad and moat only no vegetables. No tea, no coffee, and no blankets or bodding of any kind nro allowed them. Such as have money tire at liberty to get materials for comforters and bed quills and to purchase such articles of food as they please. Since tho Hnttoras Inlet affair, all privileges of leaving the prisons, under guard, on parole, fec, have been withdrawn, and no one is permitted to leave tho buildings, buy a newspaper, or Rend out any letter, unless inspected. Tho treatment is becoming constantly more rigid.

Tho healib of our prisoners is much better than that of tho Southern troops. Tho climate appears to agree with them, and almost all of our wounded men and officers are out of bod and able to get around. Col. Corcoran was perfectly well, and never was wounded. 1 he condition of tho building in which Capt.

Hurd was confined disgusting. It is three story building the upper one occupied by privates, who, having no change of clothing, are of neces sity very filthy; the second by 70 officers gentlemen many of them wealthy. The vermin which crawl upon the men in the upper story fall through loose flooring upon theso officers. In this connection I will state that I was informed bv lady in Washington that Mrs. Rick ts, wife of Capt Ricketts of the U.

S. Ar tillery, taken prisoner at Bull's Run, a mem ber of the Lawrence family, refined and lady-like, is compelled, in order to be near her wounded husband, to stay in the same room whore five wounded officers lie in their beds, and is not even allowed to retire times when, if her love for her husband did not outweigh her modest inclinations, she would certainly be out of the way. "May God visit such brutality with proper chastisement," will be the prayer of all brothers and sisters of Mrs. Ricketts. she is to have her reward; for her husband will save bis leg and assume active command some day and for this he is indebted to the devotion of his faithful wife.

I will close this by saying that our three friends arrived in Washington, ragged, barefooted, sore and penniless, ttnd left it funds, well clothed and smartly uniformed, for the War Departmout paid them all and ticketed them home to families. It may be interesting to Masons to state that Lieutenant Raynor, upon discovering himself to be a Mason at Manassas, tolj that the South had seceded from Masonry, although he wns afterwards supplied )viib ice, and his wound attended to by Houtuern brother "as sucb. The Washington correspondent of New York Post, in speaking of the naval expedition along the coast, says: "Do be surprised if you hear shortly of three rebel cities being laid in ashes." Sept. 21, 1861. Ma, Kkfi.fb I left Fremont on tho morning of tho Kith, and after a pleasant ride of 27 hours arrived in Washington. I called ntthe department of the Secretary of the Navy, had my papers changed. The chief clerk informed mo had notified Hon.

John Carey that I should re port myself at Newport; liad I received this no tice, it would have saved me $13, m. expenses to Washington. I left Wa 6 o'clock n. 18th, nrnved at NewL 19th, and reported myself for cxantinati 20th. I passed both Boards with cred tho Secretary of the Academy.

I wa: one examined and will be this year fi roll, and will try and keep first. The Third Class came otrot ship Uoastitutinn to-day, and arc quartered at the Atlantic House, a very large hotel chartered by the United Stotes for tho Naval Academy. Our, the Fourth Class, go on board the ship Constitution on Tuesday, Sept. 24th, to remain one year when we will be placed on land! So far, Ohio has the largest number of Mid sltipmen in the Fourth Class. All are not here yet, they will keep coming until Sept.

A telegraph spatch from Gibson's regiment in Kentucky, states that Thomas Tottrx, a son of Capt. Tot- ton, was accidently shot on Tuesday last, was lying in a very critical situation. Having cot the money, the authorities issued their plans, and called upon the leading firms for tend ers. These tenders were duly sent in to Somerset bouse on tho 31st of August, and on the Sd of September it wns notifiod to Mr. Mare of Millwall, Mr.

Laird of Birken- hoad, and to the Thames Iron Works, where the Warrior was built, that, their offers were accepted, nnd that tbey were to commence the construction of the vessels forthwith. Troops for Canada. at It has been asserted in some quarters that the reports stating that troops are to bo sent out to Canada this full wero fabrications. The following announcement of the movements of troops by the British Army and Navy Gazette, may be regarded as reliable: "Her Majesty's Government has determin ed to make, an important increase in tbo strength of our military force in North America, and three regiments of mlantry are about to bo placed under immediate orders Canada. will They probably embark in tbo Great Eastern before tho mid of September.

It is very likely that the to three old and thoroughly ethciont battalions will be chosen. Whatever may be tho ef fect in some quarters of the announcement we now make, we have littlo doubt that tho public generally will recognize this step as an act of wiso precaution on tho part of thoso responsible for tho dignity and integrity of the Empire." Why Was It? The question most frequently asked on our streets is "Whv was it that Col. Mul ligan and his brave Irishmen wero left Lexington with barely 3,500 men to with and de and fa a rate their are in, even sup- stand the onslaught of tho 15,000 rebels led by Price! We do not undertake to give all the reasons for tbo situation, but wo aro infored on the best authority that the case admits of, that it was Gen. Fremont's plan to let Price work his way up to Lexington unmolested, and then send a heavy column out from Jefferson City to Scdalia, to march upon bis rear, while uen. rope army should move simultaneously from tho north, and surround and capture, or destroy, tbo whole rebel force.

Un Saturday last iron. Fremont received a pcremtory order from Washington for five regiments of well armed and diciplined troops. This order was promptly filled, not with the worst but the very best regiments within reach. The raw troops at Benton barracks, who never had musket in their hands until they went to St. Louis, could not of course dispatched to Washington or Sedalia.

This, we assume, accounts in some measure for the interruption of Gen. Fremont's plan to send column overland to attack Price in tbo rear. His only recourse was to send reinforcements to Col. Mulligan, water, and run the risk of tho land batteries planted by the rebels at Glasgow and elsewhere to command the channel. Chicago Tribunt.

An Incredible Report. Frankfort, Sept. 23. Full and authentic details of tho fight at Bnrboursville, on the 12th inst havo been received. Twenty-one Union Home Guards fought Zollicoffer's forces of tbreo thousand three hundred men, at the bridgo near IWboiiM-ville, and twice repulsed them, killing Cot.

Rnins, ono captain, one lieutenant, and thirty-two privates, and wounding sixteen. None of the Home Guards were killed two were badly woundod. Zollicoflbr's forces, after being repulsed, flunked the Guard, and look and destroyed tho greater part of the town. It was a desporato fight, and although this report seems hardly creditable, It is trite. Gen. Sherman is at Elizabothtotvn, and Duckncr at Green river bridge. Regiment of Lancers. It was announced some, days sinco thai a prominent Canadian was about to raise Kegimcnt of Lancers, 1,000 strong, for service in the federal army. Wo now learn that the effort is under way, with a fair prospect of enrly success.

This ia tho only body of the kind authorized by the government, and will bo under tho com mand of Uol. Kankin, whose head quarters nro at Detroit. A recruiting officii ia oixin at Cleveland. The pay of volunteers is from 13 to $26 per month and 1100 bounty. Men who furnish their own horses will bo allowed 40 cents a day for their use, and $8 per month for forage.

Tho equipments and uniform will ho of a novel character sud entirely different from any other regiment in the army. ST. LOUIS. Sept. 24.

Tho afternoon dispatches that the Cabinet aro disposed to hold Gen. Fremont responsible for the surrender of Lexington aro untrue. If transportation facilities had been furnished, as the General requested, re-enforcements would have been there, nnd the surrender would not have taken place. British Troops for Canada. The European Timet censures tho send ing of troops to Canada as uncalled for, and as a menace to this Government.

It says: "The first shipment of troops to tho Western shores of the Atlantic was unnecessary and uncalled for, but this last announced supplement is grossly insulting, And will so regarded. St. Louis Gunboats. Seven gunboats of formidable character are being constructed at St. Louis.

Ihey are to be mounted with nine large guns encli, carrying balls nine inches in diameter. The bonts aro being built under tho super vision of Captain Edwards, at a cost $90,000 each, and are to be ready for scr-vico by the 20th of October. The N. Y. Tribune says by tho rebellion not less than two hundred millions Southern indebtedness to that city was blotted out as in a night, arid the prospect of its revival is so remote and dubuious that it can hardly bo considered possible.

Several officers of Garibaldi's army havo arrived, the most prominent of whom is Ma jor Brauonswein, Garibaldi late Adjutant. The Mississippi Steamers and 120 Barges. a for the by most to The Evansville Journal says: The expected fleet of stoaraert and barges passed down yesterday. Tbey lay at our wharf several hours awaiting orders from headquarters. The news from Paducah induced: the commander of the fleet to pass that point until further news from there. He was, however, commanded to proceed.

The fleet consisted of thirteen steamers and one hundred and twenty barges. The flag steamer of the fleet the N. Y. Thomas bad on board company of Cincinnati Home Guard, acting as un escort. A large crowd assembled on the lev6e to witness the departure of the steamers.

Garibaldi says that European affairs will not permit bis visiting ibis country, and on no account will he take np arm for the North until tho latter unequivocally places itself on so anti-slavery platform.
