10th St. Called the "champion of the urban dweller and the pedestrian" by the magazine Architectural Forum, Abrams improved slum areas from New York to the African Gold Coast, An author and lecturer, Abrams dealt with land, housing, planning and racial problems. He served as a member of former New York Gov. W. Averell Harriman's cabinet from 1955 to 1959.

A 36-year-old man drowned in the frigid waters of the East River yesterday despite the efforts of his brother, a passerby and three cops to save him. At 10 a.m., John Rigono, on a weekend pass from North-port Veterans Hospital, was walking along the East River Drive at Fourth St. with his brother, Gabriel, 29, of 535 E. 14th St. Suddenly, the elder Rigono scaled a four-foot fence and plunged into the river.

Powell, 28, a transit worker of 1776 Bedford Brooklyn, went into the water after him. Patrolmen James Barnes, Richard O'Neill and John Halbig, all of the E. Fifth St. station house, tried to pull the three civilians out of the water, but John Rigono sank below the surface and is presumed drowned. The five would-be Tescu-ers were taken to Bellevue Hospital where they were treated and released.

OBITUARY Mrs. JOHN H. HAMMOND 3Irs. John Henry Hammond, 95, a prominent New York socialite, died yesterday at her home, 13G E. 64th St.

of natural causes. Granddaughter of Commodore Cornelius Yanderbilt, she was a poet and musician and in later years befriended a number of causes. In 1950 she turned over her 277-acre estate at Mount Kisco to the Moral Rearmament movement. Her husband, a corporation lawyer, died in 1950. Services will be held Wednesday at 11 a.m.
