Y'- 41 ti a 1 yV 4 4 -AP photo Police examine a car that was bombed in Brooklyn, N.Y., killing one man and injuring another Police link car-bomb victims to mobsters NEW YORK (Reuter) A powerful car bomb exploded on a quiet Brooklyn street Sunday, killing a man identified by law officials as the top associate of reputed mob boss John Gotti. The killing occurred nearly four months after Gotti allegedly took control of the Gambino crime family following the assassination of Paul Castellano on a Manhattan street. Police said another man linked to organized crime was critically injured in the blast, which let go about 1:45 p.m. EST as the two men stood outside the late model car in Brooklyn's Bensonhurst district.

Killed was Frank DeCicco, 58. He died in a hospital less than three hours after the explosion tore apart the front end of the 1985 Buick, scattering glass and debris on the street. He and the injured man, Frank Bellino, said to be in his 50s, were standing next to the car when the explosion happened. Police said they were trying to determine if the explosive device was remote-controlled or if one of the men triggered it by opening a car door. A woman passerby also was treated at a hospital, but police said her principal complaints stemmed from an asthma condition.

They said she was not seriously hurt by glass shards. Law enforcement officials would not immediately comment on the implications of the attack. At the time of the Castellano killing, there were predictions that it might trigger bloodshed. Agents specializing in organized crime reported earlier this year that Gotti had named DeCicco as his No. 2 man, a move viewed as a bid to heal rifts in the Gambino family.

The officials said that unlike Gotti, DeCicco was not considered an opponent of Castellano. Bellino has been described by law officials as a member of one of the city's other four crime families. The Gambino organization is New York's largest and is involved in a wide range of illicit activities, according to authorities. 1 Gotti and six other men currently are on trial in federal court in Brooklyn on federal racketeering charges. The Times said one court document said the grand jury found a "pattern that was repeated thousands of times," involving LaRouche operatives who staff tables at airports. Construction will involve the widening of the existing piers and abutments. The existing median will be replaced with a concrete barrier on which will be mounted three light poles. The existing outside curbs, railing and light poles will be removed and the bridge deck widened to provide for the additional lane and new concrete barriers along the outside edge. Also included in this project is the removal of the Old Hurdman Bridge which crosses the Rideau downstream of the Highway 417 Hurdman Bridge. The removal of this structure is the responsibility of the City of Ottawa and has been included in the Ministry contract at their request.

KHARTOUM, Sudan (UPI) A moderate Moslem party was winning strong voter support in Sudan's first multi-party elections in nearly 18 years, early returns showed Sunday. Voting began April 1 and ended Saturday night for a 301-seat National Assembly that is expected to take over the government April 26 from a military council. The Sudan News Agency reported between 4 million and 4.5 million people voted during the two weeks at 28,000 polling places.

Early returns showed big wins for the centrist Umma grouping of Sadiq al-Mahdi. The Umma is one of two strong, traditional Moslem parties that dominated political life in Sudan before the 16-year rule of President Jaafar Numeiry, who was overthrown one year ago. Initial results were from outside the capital. A handful of Khartoum seats were expected to be declared later Sunday with the bulk of the urban results to come in Monday. Because of poor communications throughout the country the largest in Africa nationwide results will trickle in from Sudan's more distant provinces over the next four or five days with a clear picture of the outcome expected Friday.

Election officers in Khartoum indicated that turnout in the city would generally exceed 75 per cent. Officials said all the results may not be in for 48 hours because of voting extensions in some parts of southern Sudan. Almost half of the southern voters stayed away from polling stations because of the 3-year-old civil war in the south between rebels of the Sudanese Peoples' Liberation Army and northern government troops.
