While the draft is supposed to be the great equalizer in pro football, it doesn't always work out that way. This year several of the "have" clubs, like the champ Steelers, Dolphins and Bengals, as well as the Rams, have stockpiled a disproportionate number of draft picks through earlier deals with weaker teams.

Still, despite a ruling by U.S. district judge William Sweigert in the Kapp antitrust case that the draft is "patently unreasonable," the Atlanta Falcons will make the first move in this NFL ritual at 10 a.m. Tuesday. In all, 442 players will be claimed on 17 rounds. The Falcons, originally sched-! uled to select third, acquired the No.

1 priority from the Balti-; more Colts on Thursday in a deal and their own first-round choice. Atlanta is expected to use that pick for Steve Bartkowski, the U. of California's All-American quarterback, although most NFL scouts have tabbed Randy White, Maryland's defensive tackle, as the prize choice in the draft. Second choice might have belonged to the Giants by virtue of their 2-12 record, except that they traded it to the Dallas Cowboys for QB Craig Morton around mid season. With no first-round pick, the Giants will get the initial choice on the second round, or the 27th deal that sent Johnny Hadl to the Green Bay Packers; they have another in the trade that sent Roman Gabriel to the Philadelphia Eagles in '73; and their own.

Los Angeles thus has the ninth, 11th and 20th choices in the draft, as well as the 28th, The Rams have the Colts' second-round pick from an old deal. Of the 22 picks they own, 11 are on the first five rounds. Other clubs with two first -round picks are the Cowboys; the Chargers (who have the Washington Redskins' for Duane Thomas), and the Oilers (who have the Chiefs' for John Mat-uszak). As for the REAL stars of the show, this is one of the more talent-rich seasons. Aside from Bartkowski and ANNOUNCERS, DISC JOCKEYS, TECHNICIANS 3 choice in the grab-bag.

The Jets won the 12th pick in a draw with five other clubs that had a 7-7 record. Their choices thus will rotate between 11th and 16th as the draft progresses.

Local Needs Of the 17 rounds, the only turn the Jets will pass up will be No. 7, for the deal that brought center Wayne Mulligan from the Chicago Bears. And while both New York clubs dispense the old bromide that they will select "the best man available" when their turn comes up, it's a good bet each team will favor these positions, not necessarily in order: Giants defensive linemen, defensive backs, fullback, offensive linemen, linebackers; Jets defensive ends, halfback, offensive linemen, linebacker. After the Falcons, Cowboys and Colts have exercised the first three choices, the picking order will be: Bears, Cleveland Browns, Houston Oilers (who have Kansas City Chiefs' choice), New Orleans Saints and San Diego Chargers. The Rams then will make the first of their first-round selections.

Toye added: "We came to agreement with George Bast and Manchester United and all we need now is a ratification by its director at a formal meeting, probably within a day or two. It's a complete agreement. George Best is no longer a Manchester United Player he belongs to the New York Cosmos.

"We have a few minor things to sort out but George should be in New York to sign a contract in the first few days of February. "The Cosmos will pay Manchester United for the use of Best during the 1975 season and will have the option to make jfinal payment before the 1976 season to bring Best permanently to New York."
