Rep. Smith Says GOP, Dems Will Attempt To Outdo Eaoh Other On Tax Cutting WASHINGTON South-session of the 84th Congress. trn Democratic leadtir predicted todni' that congress will cut taxes next year. Rep. Howard Smith (D-Va.) chairman of the House Rules Committee, said that both Democrats Republicans will try to each other in sponsoring tax cut legislation.
