11 I 7 'i: Marcus Webyfs TV Hour Beats Dems' Convention lly M. ARAMS Marcus Welby appears to ba the people's choice. On Tuesday nitfht he 'vent against the Democratic National Convention and emerged triumphant. If you can believe TV rating services, more people watched Wei by from 8:30 to 9:30 the confines of the convention in Miami Beach: It was shortly after Lawrence O'Brien standng on that blue podium in Convention Hall formally opened last night's nom-ation session. Suddenly NBC and CBS pulled away from the convention and focused on the lobby of tha Doral Hotel, McGovern's headquarters.

There stood McGovern in his shirt sleeves confronted by angrry, shouting protesters who demanded to know if he had really changed his stand on Vietnam. Gov His Answer For several minutes a prospective president of the United States stood his ground with calm determination and hoped for a moment where he could hear a question through the tumult and then give an answer. The TV cameras also showed McGovern ringed by grim-faced guards who hoped they would not be forced to ward off physical action. This was TV in a moment of glory right there giving us life in the raw without benefit of a script writer, producer, director or stage manager. This half-hour interlude of unplanned high drama was almost worth sitting through night after night of Democratic convention rhetoric.

On a national basis, good old Welby was responsible for ABC having the top rating on Tuesday between 7 and 11 p.m. In reality, all three networks were neck and neck but there were statistical differences. National Arbitron, a service of American Research Bureau, said that between these hours ABC had a rating of 11.7, CBS 11.5 and NBC 10.6.

For the four-hour period, CBS and NBC were carrying the convention, but early in the evening ABC presented entertainment shows. It wasn't until 9:30 that ABC switched to the convention. During common coverage by all three networks between 9:30 and 11 p.m. on Tuesday, ABC's National Arbitron rating dropped to 9.1, CBS an 12.8 and NBC 12.2. in the New York TV ratings, the floundering Mets did better on Monday and Tuesday nights than did the Democratic convention.

WPIX, one of three independent stations, said the independents had a larger share of audience in prime time on Monday and Tuesday than did the three network stations. In trying to put things in per- Robert Young Compete with Democrat dicate that the TV audience is still as fragmented as ever. TV may never be able to unify any more than a political party. Rating Estimates According to NBC estimates, 80 million viewers watched some part of the Democratic convention on both Monday and Tuesday nights. CBS had a different estimate 90 million on opening night and 100 million the second night.

It is quite possible that no outside mathematical wizard or researcher could prove or disprove the estimates by either network. The TV industry has always relied on rating services to say who is watching what. On Tuesday night, the A.C. Nielsen Co. reported that in New York Marcus Welby on ABC had twice as many viewers as the combined cover than those who tuned in to learn how Sen.

George McGovern was doing in Miami Beach. Welby, a kindly, sympathetic medical doctor who is the spitting Image of actor Robert Young, makes house calls, a policy that probftbly appeals to millions of voters. So far as known, no plank in the Democratic platform touches on the issue of house calls. This could be one reason why most viewers watched Welby (even a rerun) instead of the Democrats. It is quite interesting to observe the rating returns coming in this week, the week of the Democrats' quadrennial assemblage and in which there has been tremendous public interest.

But despite the big show, returns in spective, it should be mentioned that early in the evening great happenings are not expected p.t a political convention.
