In attendance will be Benjamin L. Hooks, the first black member of the Federal Communications Commission. Bornnh President Percy Sutton and Raymond P. Shafer, chairman and chief executive officer of TelePrompTer at the storefront studio at 60 W. 125th St.

Hooks, who will speak at a luncheon after the event, was sworn in yesterday as an FCC member. The purpose of the studio is to help residents of that Harlem area to prepare programs for TelePrompTer's two public access channels, and which are available on a first-come, first serve basis under the terms of the company's city franchise. Chin-nels and I are also available on Sterling-Manhattan's cable serv ice, which also operates under a city franchise. In addition to the opening of the studio, today also marks the start of a three-day "Public Access Retrospective Celebration. The celebration is being staged by a coalition of video groups to commemorate the establishment of the two cable television channels.

During the three-day period, from noon to midnight, the best of this year's public access programs will be televised on Channel The retrospective will also be on view at the Musuem of the Citv of Now York at 104th Street Fifth where a public access viewing center is opened.
