C3 A to in Harlem Storefront Studio Advances Public AccessTV By KAY GARDELLA Now is as good a time as any to deal with cable television's public access concept, since a new chapter will be munioations expert, to a i the advancement of public access. However, as Wicklein points out, many of the existing franchises were handed out when cable was only viewed as a means to better reception. And many local governments view cable simply as a public utility and franchises are handed out secretly with little awareness of public needs. As this new concept developes in the city there are organizations like Open Channel that take an active interest in public access. at the storefront studio at 60 W. 125th St. Hooks, who will speak at a luncheon after the event, was sworn in yesterday as an FCC member.

The purpose of the studio is to help residents of that Harlem area to prepare programs for TelePrompTer's two public access channels, and which are available on a first-come, first serve basis under the terms of the company's city franchise, Channels and are also available on Sterling-Manhattan's, cable service, which also operates under a city franchise. In addition to the opening of the studio, today also marks the start of a three-day "Public Access Retrospective Celebration." The celebration is being staged by a coalition of video groups to commemorate the establishment of the two cable television channels. During the three-day period, from noon to midnight, the best of this year's public access programs will be televised on Channel C. The retrospective will also be on view at the Musuem of the City of Naw York at 104th Street Fifth where a public access viewing center is opened. Its intention, as well as the celebration, is to make the public aware of what is available to them.
