Ashmore, former editor who reported he found Ho Chi Minh, North Vietnamees president, "deliberately conciliatory" last winter and apparently prepared to discuss plans for ending the war in South Vietnam.

Dirksen included in his criticism the organization of which Ashmore is director, the Center (if Sen. Everett M. Dirksen Ha' 11 put it in Record for Study of Democratic Institutions, at Santa Barbara, Calif. He also mentioned the center's president, Robert Hutchins. Ashmore told about the offer In September and contended that a personal message sent by President Johnson to Ho ended the chance for negotiations.
