Kelly said, since the foundation is in place, the builder will have to use the same plans or modifications which would be illegal. If no settlement is reached they'll go to court to stop the project.

Alumni boost Carleton's drive toward $30M campus expansion The Humane Society of Otta-wa-Carleton wants $328,000 from the regional government this year, an increase of 4 per cent over 1988. The society, still hurting from a disastrous Centennial fundrasing campaign last year, was to seek the increase from the region's executive committee today. If the society gets the raise, it will operate on a budget of $840,000, a drop of $28,000 from last year. The region pays about one-third of the society's costs the rest are paid by donations and fees for animal services.

Executive director Linda Klimpel said the society won't have to cut services or lay off staff, despite the reduced budget. But she said people who adopt animals will now be asked to pay part of the veterinarian fees. The society covered these costs in the past. Klimpel said the fundraising campaign has a deficit of about $90,000. So far, $11 million has been raised from the private sector. The provincial government has promised $7.17 million for an extension of the MacOdrum Library, but the university is still waiting for a governmental funding commitment toward the $13-million Minto Centre for Advanced Studies in Engineering. Construction work on the Library expansion will begin this March or April. Carleton University's campus expansion fund, the Challenge Fund, is edging toward its $30-million goal, thanks to its alumni.
