Cos gUifldfsi gcvaltl. SATURDAY DEC. 24, Herald Steam Printing House. facilities or the HxULS Steam priming House for doing Job work are not surpassed in California outside of San Cranotaco aud Sacramento. All work entrusted to un will be executed with neatness and dispatch at tbe lowest living rates.

We reserve, lor Places of Worship, a gratis directory, which will appear every Sunday morning. A Critical Year. The present year in the United States has been a turning: point in our later economic history.

For several years past we have been pouring out into Europe tbe products of our fields with prodigal abundance, tbe staples ranging all tbe way from pork, lard, butter, wheat, flour, corn and cheese to ootton. Pretty much during tbe same period we have been importlog European luxuries at an unheard of rate. Our newly enriched classes, In the leadng Eastern cities, and, ws may say, also, In San Franeleoo, have been consuming tbe high priced novelties of Europe at an unprecedented rate. Notwithstanding, tbe balance of trade, in our dealings with the outside world, has been largely In our favor. We have had tbe benefit of unusually short crops in Europe and of superabundant orops in the United States.

Now we have to face the laot tbat the crop of tbe osreals of the current year baa bsen ouly passable. If the crop of the ensuing season should also be short, and tbe extravagance of our people should continue, we might And tbe balance of trade oonvsrted from our own favor to that of Europe. It is true that the United States abounds in desirable securities ao largely tbat Europe would readily absorb tbem, thus oreating no inoonvenience, as respects our public credit, for some years to corns. So pleiborlo is the Wialtti of this oountry tbat tbe exportation of a thousand millions or ac of our bonds to Europe would If there were not otber causes at play which meoace peril to our business iuterests. We allude to the phenomenal Investment in Wild-oat railways which has been a feature of tbe business operations of tbis oountry during the past two years.

Even three years ago it was not possible to induce tbe conservative capitalist to put bis money into the building cf railways. During the past two years, however, all tbis oaution has been thrown to tbe wluds. The same owner of millions who could not, three years ago, bave been persuaded to put (10,000 luto building a fire mile coal tramway, will now put $500,000 into a road which leads out into the plains of Dakota, Colorado, Utah, Arizona, New Mexioo and even into old Mexico. There lies the danger whlob threatens the business interests of tbe United States. If, for a year, tbe flow of coin which is now pouring Into tbe United States, from outside sections of tbe globe, should be interrupted, the capitalists wbo bave beeu putting tbeir coin so lavishly into wild-cat railways will seek to realise, and, as a consequence, tbe price of these securities will run down to next to nothing, and a coloisal panic la liable to be inaugurated In next to no time.

When that climax shall come stocks wbioh are now selling for a dollar will be cheap at ten cents. It will then be found tbat extensive tracts of Mexioo, aligned by frugal communities wbiob subsist mainly on a handful of cblli Colorado or chili eon oarne, furnish absolutely no guarantee for remunerative business. To cap tbe calamity, when it shall come every stock will bave been watered several times. For years we have been engaged in tbe boyish pastime of blowing soap bubbles, whose kaleldosoopio colors have amused our eyes, hut which simply leave nothing but an odor of gross fats and alkali behind them. This financial experience will answer to the ordinary incidents of a gale at sea.

Only tbe stauuchest oommeiclal ships will outride the storm. Ofoourse, we cau't pretend to My tbe year of grace 1882 will Witness tbe culmination of these threatened financial disasters. For our part, devoted as we are to tbe Democratic hops they will gome at a date in which it will be Impossible.for tbe corrupt Republican party to recover itself. If it shall eeme within a year or so of the Presidential election, even if the Republican party should heal the divisions in its own ranks, wbioh threaten to split it to tbe ohlne, nothing short of a Providential Interposition oan save tbat party from tbs disastrous defeat to which Its long line of Infamies, and repudiation of tbe counsels of IU founders, baa entitled it. Tbe panic we speak of is certainly ahead.

After tbs railway cormorants, wbo bave osjoled capitalists for tbe profits of oonstruotlon, have realised their money, tbe ivaar reality will be revealed to the foolish Investors. Then, when tbe people are smarting under the deep sense of tbe spoliations and wrongs whleb have been inflicted upon them by the Bepublicau party, with ita base surrenders to every demand of the capitalist classes, we shall confidently look for a just account render between tbe moneyed element and the masses of the people. The latter, for a long time deoei ved and cajoled, will only turn upon tbeir oppressors under tbe sting of poverty and disaster. This is a low estimate of the people, onoe bo resolute and unshrinking, but It is tbe only fair estimate which oan be made of tbem after twenty years of demoralizing Republican rule. No other party, lv the history of American politics, has been so debating and materialize lo its influence upon tbe masses, with all its fino professions of God and Morality and Decency, as tbe Bepublican party.

AMONGST other things, It will devolve on tbe Council which meets to-night to elect a Health Officer for the city of Los Angeles. For some years past Dr. Winston has filled this position with conspicuous ability. As Dr. Winston is an old and esteemed citizen, entirely acceptable to our people, tbe Council could not do a better thing than re-elect bim to tbe office wbicb be now fills with such entire satisfaction to everybody.

Los Angeles has been singularly free from epidemics of every kind duriug Dr. Winston's administration of his responsible trust; and, therefore, the City Fathers would do well to continue bim in a position wbicb he has shown himself bo admirably qualified to fill. THE old Baying that, "when gentlemen meet, courtesies pass," was illustrated iv Washington yesterday, on the arrival of the new Chinese Embassy, which is to replace tbe mission of Chin Lan Pin. The Arlington hotel, where the Chinese Embassy makes its headquarters, bung tbe banner of the yellow dragon on Its outward walls, and everything was lovely. LAST NIGHT'S NEWS.
