TWO NOTORIOUS LAWBREAKERS. They Have Tteei, Raining: Raroe AbroM and. Are 'ow in Jail. Two distincruished Americans are in trouble abroad, and a third less noted shares their misfortunes. William O'Brien, alias Billy Porter, is in prison at Tonlon, France; William Burke, alius "Billy the Jiid, ia in an priori, and Horace Horan, or "Utile Horace," shares his ap prehensions of a lout; snt enee.

These items are not from the "Court Cir cular," nor are tltese gentlemen "distin gihed" for anythiug good; the first two are, on the con trary, among the most noted bur glars in the world. and JJ or ace their pnpil. The two Biilys, Burke and had reached hat point of prominence where they were known to the de tectives of every city in America; they accordingly went abroad some BILLT BURKK. months friends that a jocularly assuring their city in which "Jack the Rip per" could do his ripping with impunity was a safe enough place for them. They cracked banks and "sneaked" cash and bonds in KnKlaiui, France and Germany.

and were arranging for a return to Amer ica wit a fortune hand when mishaps befell them. nlly Burke writes thus suririKly to an American friend: "The cops may insist on my staying, and circumstances may compel me to accept tne pressing invitation, but that can only be for a time. I will rate Wall street for you in the fall. This noted criminal is rated by the offi cers of the law as the most adroit bank sneak alive. His origin is unknown, but he begun his criminal career in Chicago.

His first great exploit was stealing $100,000 irom the lialesburg bank. In 1881, with tho aid of two "pals," lie succeeded in grabbing $100,000 in bonds at a bank in Cohoes, N. Y. but was captu red. His friends secured bis escape by "straw He was captured again, but broke jail, and while all the detectives in all the cities were watching for him he stole $3,300 from a Detroit bank.

He next organized a gang to work banks on scientific nrmciDles, and it is reported that they secured $400, 000 before being broken up and scattered. William O'Brien, alias Billy Porter, alias Ixird Morton, is still more noted, but chiefly as a burglar. He was born in Boston in 1850, is fairly well educated, a consummate actor of assumed characters and has handled at least worth of stolen money and valuables. He alone planned. and very largely executed, the remarkably skillful and daring rob uery oy elSkAZi.

He returned to Bos ton five years ago and promised bis relatives that he would abandon his criminal career: while there he formed acquaintance with many people of some standing, including mo pmicc, ana uecame an aruent auinirer of John Li. Sullivan.

By way of preparation for an honest life he burglarize I a jewelry store in Brooklyn and another in Troy, then, informing his menus tnat bo baa $40,000 mcasli and that it was enough, he went to England and os tensibly settled down as Billy Norton. Hat her strange news that from a state which is in its hundredth vear of statehood. But later details and a study of the map snow us tnat Jianan county, is prac tically one of the newest sections of the United States.

In it are two mountain ranges inclosing an irregular basin and a thousand or more spurs and foothills in which the heads of the Cumberland have their rie. Kvery hill is thick set with scrubby timber, every valley is narrow and walled by rocky clilTs, every road runs deviously through narrow ravines, where ten men in anumsu could beat back a hun dred, and one disgusted detective declares that the topographical difficulties are greater as against an invading force than in any part of the Kockv mountains. In this wild region alxwt sixty Kentuckv militia have been circulating for weeks "to protect the court against the outlaws!" Queer language, but so runs the dispatch from Pineville, Bell county, the nearest railroad station and about forty miles from the seat of war. The judge at Harlan courthouse sent sixteen privates, in charge of Lieut. Milton and two minor officers, to arrest some indicted men in the mountains.

As the army drew near the home of the out laws there was sudden blaze of Winchester rifles fvdm Km in i liai WILS HOWARD. woods an(j litiamen were budly wounded. After one break the troops rallied, surrounded the barn, and a pitched battle ensued, several outlaws being killed and wounded. All this on account of a feud between the Howards and Turners, which has raged for eight years and caused the killing and wounuinpr of some liity persons. In con clusion it is well to remember that there are two Kentuckies the magnificent cen tral and western region, with as low a per centage of crime as any part of the nation.
