E6 The Ottawa Citizen, Wednesday, February 20, 1991 Business Trend yddGig The The Bay flies in face of recession, opening four new stores By David Scanlan Citizen retail business writer in i it i 1 II 111 I Though sales at the St. Laurent store fell "marginally" in 1990 over 1989, Gerhart said it still has one of the best sales-per-square-foot ratios in the retail chain. The old store will remain open for 10 days after the new store opens to clear out merchandise, Nixon-Fahie said. Once closed, construction will begin on 75 new stores in that location. When the work is complete in April 1992, the mall will have 235 stores, making it the third largest in Ottawa-Carleton, behind the 250-store Rideau Centre and Place D'Orteans with space for 260 stores.

The mall's owners, Cadillac Fairview, planned to build another 30 stores but that work is on hold because of the recession, said mall manager Jacques Hache. if largely because of the 218-store Zellers chain, which accounted for 80 per cent of the company's profits. The 14 Simpson's stores in the Toronto area, also owned by the Bay, struggled last year, with operating losses of $5.9. million for the first three-quarters. To increase its share of the discount department store market, the Bay bought 51 Tow-ersBonimart stores in Ontario and Quebec last fall.

These stores will become Zellers in April. There are 80 Bay stores in Canada. Aside from St. Laurent, the Bay's new stores are in Edmonton; Surrey, B.C. and Rosemere, near Montreal.

The stores are all set to open March 13. The Edmonton store is an expansion of an existing store. The new Ottawa store is adjacent to the existing Bay store at the mall's east end. The new store is 50 per cent larger. Store manager Trudy Nixon-Fahie said the new store will feature upscale men's and women's clothing departments that were sorely lacking in the old store.

The new women's clothing lines include Jones New York and Simon Chang. The men's department will include a Polo by Ralph Lauren section and clothes by Jones New York. "That (upscale) market clearly exists in this end of the city," said Nixon-Fahie, who's managed the store for nearly three years. While other retailers are preoccupied with the word, the Hudson's Bay Co. is adopting the word: that's as in expan-.

sion. The retailing giant will open four new stores within the month, including the relocation of an ex-i isting store at St. Laurent Shop-'. ping Centre in Ottawa. The moves come when other re-tailers are cutting staff, hours and stores to survive a tough sales winter.

"When things are slow that's tthe time to be spending money 1 and positioning yourself for when things get better," said Chuck Gerhart, the Bay's sales manager for Ontario. As he toured the new square-foot St. Laurent store Tuesday, Gerhart explained the Bay can afford to expand, thanks to a good sales year in 1990. The 1 Bay recorded profits of $133 mil-I lion for the first-three quarters last year, an 11-per-cent increase over fiscal 1989. 1 Figures for the fiscal year end-.

"Lower rates and an enhanced supply of favorably priced houses are persuading a growing number of first-time buyers to again consider home ownership seriously," said William Hopkins, president of the Canadian Real Estate Association.

"Now that market conditions are beginning to improve, the opportunity of owning their own home has become a viable option for more Canadians." Some 9,938 homes traded hands in January, down from the 14,344 transactions of January 1989. Sales last matched that level in January 1984. Mortgage rates have dropped to 12.5 pgr cent from 13.5 per cent in May. As home sales continued their slide in Canada last month, plunging more than 30 per cent over last January's levels, Ottawa lost its edge as a recession-proof housing market. But a 5.3 per cent drop in the Ottawa market, which rolled back the average price to $132,057, was not as painful a decrease as that dealt such cities as Hamilton, Vancouver and Toronto where prices slipped between 11 and 15 per cent.

Average home prices in those three cities now stands at $153,781, $206,551 and $222,029 respectively.
