MONDAY, DECEMBER 12, 1931 Ottawa Will Care Only For Own Needy Decides ReKef Fund Executive Report Families and Individuals From Hen-area, of Miles Around Have Flocked Into Gty Expecting HelpMVill Be Sent Back. A reiult of the spread of new that Ottawa ha mada up handsome community cheat for the care of the needy this Whiter, familiea and Individual from hundreds of miles around have flocked to the Capital, it was made known at a lengthy meeting-of the executive of the Cltlaen 's Emergency Belief Fund, held on Friday. TIms committee prepared memorandum which, released for publication last night, reveals the manifold problems before those administering the city's charity fund, this season. WDI Conserve Fuada. The committee adopted as a principle, that the very generous response of the dtiiena to their appeal should not be' abused by any relaxation of necessary restrictions or more lavish expenditure had been contemplated when the committee made its appeal to the public.

Every care will be used in the conservation and expenditure of the funds, the attitude of the committee being that there 1 the atrt responsibility upon them as A Dependable SERVICE That really costs no more than any s-: other, PATTON'S CLEANERS DYERS Q. 786 Sher. 2S00-2801 there was prior to the campaign for attempting to get the maximum bene flu with the minimum expenditure of entrusted to them. The report stated that the evidence before the committee of increasing need and of problems of unusual type arising, indicated that generous as has been the response of the dtiiena, every dollar subscribed would be re aulred if real Buffering and privation were to be avoided and the undertak ing of the committee that no one shall go hungry, cold or ill -clad would be honored. As the co-ordination of relief and welfare service in the community proceeded in the last few weeks, whole groups of problems emerged especially among damns and types of people who have never before been dependent upon social aid and these were calling for the provision of services and expenditure on different scale from what was contemplated even six weeks ago, resulting In Increased pressure all along the UnK On the other hand the.

committee decided that in the light of the. experience of the last three weeks It would not be desirable to announce publicly the full detail of It provisions for Ottawa's bona fide needy, because already one result of Ottawa's generosity has been pouring Into the city of families and Individuals for hundreds of miles about the city. Care Only For City's Own. The committee were unanimous In deciding that Ottawa would care only for Its own needy, whose members now far exceed her capacity to accommodate them, and that while non-a-esldeot coming to the city would not be allowed to suffer, they would be returned at once to their own com munities. I Fiona their study of the A Mae's Bet Gift the committee found that certain problama called for support and service and provision made for meeting these different types and needs.

The committee wish make known that In doing thie they have planned on the basis' of having behind them the full fund subscribed and that the honoring of all. pledges will be utterly essential to the carrying out of the plana now adopted, for the balance of 132. and for aa long as the need continue In 1X3. The Central Co-operating Committee on care for the unemployed home-leas woman and girl ha now been set up and as already announced, central regletry office has bean opened. The citizens committee will make possible the investigation and other services for this committee and has further agreed to stand behind It In respect to adequate care for any destitute, unemployed girl or woman, a bona fide resident of the city of Ottawa and who cannot be established within her own home.

Need Not Oe Hungry This decision of the committee makes It possible to guarantee absolutely to the contributors of. the fund that through the co-operation of the employment services, and the Ave agencies which have always been, in the position- to tare for- glrla or 'women, living outside their own homes, no such girl or woman of any faith or creed will need to go hungry or cold or without shelter. The arrangement concluded will mean that there will be one central place to which any such girl may be immediately referred by any person in the city, where her needs will be ascertained and met. The facilities arranged for are flexible enough to deal with any type of case which may arise, which la due to unemployment i Arrangements were also made whereby a more flexible system can be operated in respect to homeless men. The committee has given assurance to the Union Mission and the special committee of the Council of Social Agencies, dealing with the problem of the younger man and the special case In need, that they will stand behind such variation In arrangement aa may be necessary In order, to provide for any homeless man from the type of young boy, recently unemployed and destitute, to the person who may be looked upon aa chronically dependent, providing their need arise out of unemployment Assist Welfare Bureau.

Calif ernla, la a fanner native of Victoria, B.C. own nomas, where due to unemployment nursing care could not be provided, the committee would stand behind the Welfare Bureau and the Victorian Order of Nurses, in respect to cases recommended by both and that the cost involved would be met out of the health and medical care items in the campaign funds, and that if necessary the amount set aside for this purpose will be enlarged, providing the full resource anticipated are realized.

There was' considerable evidence before the committee of the need of special nourishment or dicta, particularly for young children, not only in homes where there was unem ployment, but also in families where toe mother waa unemployed or un der employed to. the degree that the children were in danger of suner- ing, especially in cases where there waa malnutrition or other complies tions. Some of this treatment should be given under direction and where the diets are prepared according to formula, and where the children-can be regularly weighed, etc The committee approved of plana whereby any such families or esses st the Welfare Bureau refer to the clinic for examination and prescription in this respect shsll be provided for through the clinic and diet service of the Day Nursery and the commit tee will stand behind these needs within its resources. Several cases of need are evident in respect to children outside their own homes and dependent due to un employment The committee hopes to be able to conclude arrangements whereby no child will be left deoti- tute, due to unemployment of parent or but again the ability of the fund fully to nrovide for this bxoud will denend uoon the total re sources which it has at it disposal. The Issuance of clothing will itself be etill further systematized and arrangement made whereby the method employed wul at the same time safeguard the funds against over expenditure but assure the public that there Is no need for any group seeking clothing relief from door to door, but that every bona fide case, due to unemployment will be provided for through these Through special arrange menu, a large group of case referred by in churches, private citizens, etc, and which tip to the present could not fit within any existing tegiaieuon provisions, will be the subject ot special investigation and report and a-suranc can be that where th need is bona fde, it will be met Again th mmmiLlaa 1 ability to continue this assurance throughout the winter will iinnn the realization ef all its pledges because these plsna are made with we aatumpuon ma full amount: subscribed win be at the disposal of th committee.
