SAVE TORONTO CHUM Ltd. has applied for permission from the federal broadcast regulator to establish a new English-language independent TV station in Ottawa. The application, filed with the Canadian Radio-television and Telecommunications Commission, calls for the station to be patterned after CHUM's CITY-TV operation in Toronto, a meeting of CHUM shareholders heard Thursday.

After the meeting, Fred Sher-ratt, company vice-president of operations and programming, said that if CHUM wins the licence, it would cost about $10 million to get CapitalCity TV, as the station would be called, up and running. CHUM is one of about six applicants expected to vie for the Ottawa licence. Boitano special NEW YORK ABC will present a special on Monday featuring Brian Boitano, who won the gold medal in men's figure skating in the 1988 Winter Olympic Games. Katarina Witt, the East German skater and Olympic gold medalist, is to also appear on the program (channels 12, 13, 13R at 8 p.m.). Brian Boitano: Canvas of Ice takes its inspiration from the James Lapine-Stephen Sondheim musical Sunday in the Park With George, and will feature music from that show as well as from Phantom of the Opera and other Broadway musicals.

Foreign aid NEW YORK A recent study commissioned by the Corporation for Public Broadcasting confirmed that as much as one-third of the programming distributed through the Public Broadcasting Service is produced with some foreign investment. The study suggests that with production costs mounting in the United States, producers have sought international help and international markets for new programs. Koppel from Earth NEW YORK Ted Koppel is going after the extra-terrestrial market. On Dec. 26, from 10 to 11 p.m., ABC (channel 13R) will present The Koppel Report: News From Earth.
