Born in Toronto in 1915, he was educated at Upper Canada College and Trinity College (Honours BA in mathematics and physics), and in the course of further university studies in Vienna, Heidelberg and Paris, became an outstanding linguist, at ease in French, German, Russian and Spanish and familiar with several other European languages. One of the few survivors ot SS Laconia, sunk that year by enemy action, he was a prisoner of war in French North Africa for several months until freed by the Allied landings. In 1943 he joined External Affairs and, as one of its few Russian-speaking officers, went immediately to our new Legation in the Soviet Union, then at Kuibyshev and, when the German threat receded, in Moscow. With the expansion of our diplomatic service after the war he was involved in the opening of our Military Mission in Berlin 1946-47 and our Legations in Prague 1947-48 and Belgrade 1948-49. After attending the Imperial Defence College in London in 1953 he served as First Secretary of our Embassy in Madrid until 1956. The following year he was an adviser at the United Nations General Assembly and in 1958 Chief of Protocol in Ottawa.

Next year he headed the United Nations Division of External Affairs and in 1960 went as adviser to the Federation ol Rhodesia and Nyasa-land.
