DAILY evening star. IJtU IJ TEL IK EKE. The 550W would be superfluous to inform our reader? that we were visi'e I. yesterday, with a heavy fall of glance trvrn the window was sufficient to tell the least inquisitive of the state of things oof Bad. however, as the weather had all day, it became ten-fold worse tewards the night, rendering traveling almost even from street to street, and by the morning, the snow lay in many three feet deep, and more.

Tnr conscquence of the snow has been a complete, stoppage to every thing. no mails having arrived since yesterday except a light mail from Richmond, vcterday afternoon. by the Southern steamr.oat via Aquia Creek, railroad travelirg being completely blocked up. Plates of Puttie Amnnemettts heavy was the fall of last and so boisterous the weather, that none ot places ot public amusement were opened. for it was an utter impossibility for any one to be present It was.

in a dull. Jail evening, and, tor m.inv. the only amusement was to register the fall Of snow To quote the words of Thoma. the well known punster, with the exception of the snow, 'there was nothing stirring hut stagnation rather paradoxical state of things, which it would require a vast amount of to make comprehensible. The Mirier Market, this morning, presented rather a miserable appearance.

The snow is so deep on the roads to the city, as to make it impossible for fanners and gardeners to send their produce to market. All that was offered for was brought by resident butcher- bakers, hucksters and butter merchants, and very few of them. Tfa the inclem fncv of the Auxiliary tiuarl were on their beats last night at an early hour, before leaving the guard-room, the captain made a lew remarks to the men. reminding tbem the necessity of watchfulness, especial tv during such though there might be no riot or disorder, there might be oppor tunities to rescue unfortunate persons from death The men left for their stations as merrily as if no stor.n were howling around them. Happily, they had but little to do but to keep themselves from freezing.

The ha? been a most disastrous storm for the regularity of the newspaper delivery. The Baltimore morning papers, the Sun. Clipper, did not show their noses at all this morning, and even our city papers ware not delivered until a late hour. M- a snow storm has not been known in Washington for many years. Nrw Motive the rotundo of the Capitol presented a novel aspect, it being made the for the exhibition what the inventor styles a new Motive Power.

For the purpose of showing the invention, a circular plank road had been laid down, on which a wheel was made to travel. Tbe operation of putting the wheel in motion was by man power, for which purpose a species of treadles was employed, worked somewhat in the ordinary manuer. The purpose being to employ the invention where water power could not be employed, or where power was not obtainable from the expense or other causes. The investor entitles it a new Motive Power, hut bow far be is entitled to give such an appelation may be disputed. In some points, invention isonly an adaptation of the crank, and in other respects it resembles the ma -hinery used in some mechanical operations where horse power is employed.

There were several persons present to view the working, but its operation wast delayed considerably by the difficulty of fixing certain ropes which were placed as high as the dome, and which it was necessary place a deal out of the entre to give the mechanism full play. When arranged, the wheel, by means of a man power, was to revolve round the circular plank road with grgat velocity Thi- however, in our opinion, was hardly a sufficient test of its applicability a motive power it is one thing to drive a wheel round with little or no resistance, and another to make it drive machinery. Its efficiency a motive power ought to be tried by anplying a break of seme description, to see what is the amount of work that is capable of being performed by its means. Or, this might be effected hv that well known ingenious instrument, tbe manometer, which would tell immediately the real power that could be exerted. Nothing of this sort was done, and therefore, we should be loth to give, as yet.

an opinion upon the abject. That a wheel, or other round body, when onee put in motion, will, if there is no resistance, continue to revolve with only a slight force employed, is no new discovery, and we see exemplifications of this nutur.il fact in every day life. The fly wheel of an engine is regulated upon this principle, and the common gymnastic swinging pole, which, when well in motion carries around with great velocity. those clinging by ropes suspended from its summit, with no exertion on their part, is another illustration of the fact. A new motive power, therefore, this invention can hardly be called It may be a new adaptation of a motive power, far it is superior to the Liany others of a similar kind, that have been long ia use, has yet to be proven.

The exhibition ot yesterday did not do so. and we should require some more practical test than that of merely making a wheel to run round a smooth pi.ink road, with but little friction to before we should decide upon the utility tFthe plan. Miwoxary Sunday last, the Kev. JEleazer Williams, who has acquired so much notoriety by tbe article that appeared in Putnam's Magazine some time ago, claiming him to be the Dauphin of France, preached a misssonary sermon at the Episcopal Church ot the Ascension, in 11 street, for the beneiit of the St. Kegis Indians, on the border of Canada, among whom he has labored for nearly thirty years as a missionary.

From the romantic incidents, whieh, if true, are attached to the life this gentleman, there was drawn together, in part, a large congregation, both at the morning and afternoon service, the Kev. Lleaaer Williams preaching on both occasions the subject of hie sermon was the establishing f4 a mission among the above named tribe of Indian? resident in the northern part of the Nate ot New York. The minister, in describing 'heir character, spoke highly tf their intelligence and refinement, and with respect to their religious opinions gave the following account: There were a few Methodists among them but they (tbe Methodist Indians) preferred the service of the Episcopal Church, as he had abridged it for them, to the extemporaneous ia de of worship of the MctiiodiaU. A collection was taken up, but a correspondent, who was present, observes "I was sorry to see the drop so slowly into the masiive that were handed around, as the cause is certainly a noble enc. and which I think not only every Christian but citizen ot our country should feel some interest in.r' spacc of ground in the rear of the President's House, extending to the river bank, is fast assuming an ornamental appearance; many of the walks ubout it being gravelled, and the grounds planted with shrubs.

Ac It would be as well to ii-jke flower beds at different parts, which would give a pretty appearance until the trees are sufficiently grown to form an ornament of themselves. No doubt, as soon as the wintry ither is over. such thing will be done W'e mentioned last week, that the Circle is likewise assuming an ornamental appearance. and will soon be ready to receive the an I trees intended for its reception, ihr activity observable in the gardening improvements about, does much credit to Mr. James Maher, the public gardener.

Not lea-t tu be remarked, is the favorable appearance the Capitol grounds, which last week quite a blooming aspect, although dreary enough through the fall of snow, with which we have been visited. In that report they rejected the coinpflnite order of which were in the wings before they were burned, at the sugge.tion of Mr. Latrobc, the then architect of the Capitol, and also of Mr Andria, sculptor and carver, and adopted the Roman Corinthian order, which was the chosen order of Mr. Jefferson, and which he adopted for the college he had endowed in Virginia. At the announcement ef thi3 result the countenances of the Baltimore men were illumined with joy. and the greatest excitement pervaded the crowd in the gallery and lobby. Mr. Hagner, from the Committee of Ways and Means, reported unfavorably upon the bill of Mr. McKaig. providing lor the lithographing of a map made out by the State illustrating the coal region of Alleghany county; also favorably upon the Senate bill employing an additional clerk to the Comptroller of the Treasury, at a salary of $700 rer apnum. dee7? 1 Ti-i! AaoAcr ScW. to EovoiutionlfTrfexlco. XIX, Of the 24th ultimo, correspondence of the Count Raousset de Boulbon with in which the whole scheme for a revolution is laid down and argued. It is dated, however, as fxr back as October 27. The Count declares himself ready to exert himself as much as possible to overthrow the existing order of things in Mexico, and that the time for action had come.

The chief features of the scheme are the engaging of D. F. de la Vega, of Sinaloa. to lead the revolution, and the organising of some 1,000 or 1,600 Frenchmen in California, who are to invade the territory in support of a proniinciamento proclaiming the restoration of the fedoral system and the sovereignty of the Slates. The ambition of La Vega, and the vengeance he is said to have to gratify in consequence of his treatment by Santa Anna on a former occasion, the Count holds up as sure to be found sufficient to induce him to take part in the movement.

The populations of Sinaloa, Sonora, Chihuahua, Guadalajara and Durango, were the points to be acted on; and The papulation was said to be sure to rise in support of the movement. Men, arms, money and vessels are represented as being at ready and abundant at command.
