Conservative MLA Osie Villeneuve believes "bitterness is growing over the Quebec government's policy of charging Ontario for the use of roads. In a telephone interview, rthe Stormont, Dundas and Glengarry member said several truckers had com-v plained to him that they have been stopped in Que-1 bee and assessed up to five cents a mile in lieu of the provincial gasoline tax. One lumber dealer was assessed $31,000 for use of Quebec roads from 1974 to 1976, Villeneuve said. He claims the policy violates a 1974 reciprocity agreement between Ontario and Quebec which exempts truckers hauling their own goods from such charges. Truckers hauling goods other than their own may be charged under the agreement, Villeneuve said, but such commericial operators usually buy gasoline wholesale and then pay provincial taxes to Ontario and Quebec after calculating the number of 'miles travelled in each province, "However, a small trucker who obtains fuel a retail outlet in Ontario pays full provincial tax is subsequently assessed taxes in Quebec, which amounts to paying the fuel tax twice." While Ontario officials are renegotiating the reciprocity agreement with Quebec, Villeneuve will attempt to get gasoline tax rebates for affected truckers from the Ontario government.

"I don't think they should be penalized twice," he said. Although the policy of charging Ontario truckers began under Quebec's Liberal government, Villeneuve said the problem became severe after the election of the Parti Quebecois in mid-November. "Any truck with an Ontario licence plate, they jump on," he said. "I think they saw it as a way of making money. They are pouncing on our truckers now and talking about putting inspectors right on the border." The Quebec policy is particularly hard on Eastern Ontario's milk industry because Montreal is a large market, the MLA said "In our geographical location it's causing some bitter feelings and there is already enough tension in the country," he said.

But a short biography of Lajoie was offered in support of the commitee's claim. She was born in 1899 in Lefaivre, 50 miles east of Ottawa, and graduated from the federal government's bilingual teachers college with qualifications in French and English in 1922.

She arrived in Pembroke in 1923 to teach French in St. John school but due to discriminatory regulations on language and religion was forced by the local school board to vacate the post. Parents set up their own school Ecole Jeanne d'Arc in a 13- by 8-foot room where Lajoie gave 50 students bilingual instruction.
