California's Indebledness to the Republican Party. Perhaps the greatest need of tbe people ot the Pacific Coast is an enlarged representation in Congress.

Tbe States of California and Oregon have received very littje recognition hitherto, owing to tbe fact that, taking tbe Senate and House together, their memberstiip therein has thus far only reached nine. By tbe new apportionment California, which expected six members of tbe lower house, only gets five. The New York Herald, of January 29th, tells the story in tbe following brief but comprehensive way: Tbe new apportionment ie based on a method devised by Mr. Seaton, the present superintendent of the census, to avoid tbe errors and anomalies ot the rule heretofore followed. Tbe new does what tbe old did not always apportions Representatives aeoordiug to population with the highest degree of accuracy attainable.

By tbia change the representation of aix Btates is altected. Had the old method been retained in making the proposed apportionment of three hundred and twenty members California would bave been entitled to six, Florida two, Illinois twenty, New York thirty-three, Pennsylvania twenty-eight, and Rhode Island two. Tbe new plan gives California five, Florida oue, Illinois twenty-one, New York tbirty-four, Pennsylvania twentynine, and Rhode Island one. Tbe effect of the change is to take one Representative each from California, Florida and Rhode Island, and to add one each to New York, Pennsylvania aud Illinois. The people of this State are hugely obliged to Mr.

Seaton, tbe arithmetician whom a Republican Congress bas set on to figure them out of a Congressman. But Mr. Seaton ie beyond their reach. Tbey should direct tbeir gratitude, instead, to the Republican party, which is the real author of our misfortune. Every school-boy knows tbat tbe Democratic Congress which preceded the present body allotted to California six members of tbe House of Representatives.

Everybody, school-boy or other, now knows tbat we are to get but five. Whoever has a wbolesome resentment against Republican discrimination against this Coast should vote against that party. Not only has the Republican party robbed ua of a conceded and rightful share of representation, but it has dickered with tbe people of this Coast in au iudefensible way on the Chinese question. Mr. Pixley and tbe other California delegates to tbe Chicago Convention have made it too plain to admit of a doubt tbat tbe Republican National Convention intended to embody a plank in its platform declaring the right of tbe Chinese to naturalization, and inviting them to become naturalized.

Tbey were only prevented from embodyiug this clause in that document by the declaration of tbe Pacific Coast members tbat, if it were so Incorporated, tbey would bolt in a body. Tbe action then contemplated Is what was undoubtedly dear to tbe Republican heart of the East. It was tbe Eastern Republican uproar which made Hayes veto tbe Fifteen Passenger bill, which had been introduced into Congress by Willis, Democrat, of Kentucky, although tbe fraudulent President bad aolamnly promised Senators Jones and Sargent that be would sign it. Tbis is debt No. 2 wbicb the people of California owe to tbe Republican party.

There is another aspect of our obligations to tbis paternal Republican party which ought not to be overlooked. Though California alone bas poured out nearly two thousand millions of dollars, in the precious metals, during the past tbirty-four years, into the channels of trade, and though our large exports of tbe cereals bave greatly contributed to sustain tbe balance of trade with Europe, as a matter of fact we bave been left defenseless. With a full knowledge of tbe prodigious advances which bave been made in offensive naval warfare during tbe past twenty years, taken in connection witb the ordnance of tremendous caliber and wonderful range which bas been ceaselessly poured out during tbat period, we have been left, on tbis coast without abiility to repel attack from even so small a power aa Chile. If war were declared against us tomorrow, by even a tbird rate or a tenth rate power, tbere would be Imminent danger of tbe bombard- 1 ment and capture of our principal cities. And all this notwithstand- Ing tbe fact tbat defensive warfare I baa attained even a more complete I development than tbe offensive i aranohof the art.

Our people i know their deep indebtedness tbe Republican party for tbis lamentable stale of things, and their chagrin will probably not be lessened a whit by tbe fact tbat enough money has been stolen in the last eighteen years, by Robeson and other corrupt controllers of the Navy Department, to bave made the United States tbe first naval power in tbe world if it bad been honestly applied to the construction of an efficient navy. We might enlarge, with ease, on many other features of Republican neglect of tbis coaet, but we waive the point In favor of a local aspect of the indebtedness of our people to tbe Republican party. Wbeu George C. Perkins was elected Governor of California, by an enormous plurality, mauy of our people, irrespective of party, had high hopes tbat bis administration would be oue of high purposes, thoroughly creditable to the State. He was favorably kuown personally, and it was conceded tbat be had made a good Seuator.

Yet no sooner was he elected Governor than the whole force of his administration was thrown in favor of the "Sllckens" enormity, a project which has already cost the State close upon a million dollars, and which was tbe entering wedge to tbe most flagitious scheme of spoliation ever known in any State. Boss Tweed, in his palmiest days, never made so bold a break at ones as was embodied iv tbis plan of spoliating upon the whole people for the benefit of a portion of tbe people of a half dozen truth, for tbe benefit of a couple of dozen hydraulic miners, who aimed to fill their pockets, and fo compel tbe farmers, mechanics and merchants of the state to pay the greater part of the cost attending their unprincipled and unscientific system of mining. So far was tbe complaisance of the State administration carried towards these people tbat Governor Perkins sent into the Legislature a special message buttressing up "siickens," and tbe Republican Attoruey Geueral Hart allowed himself to be made a "stool pigeon" by the conspirators, prostituting himself to the extent of delaying au injunction in the Supreme Court of tbe State, then sitting iv San Francisco, while his "Sliokeos" confederates were getting tbeir warrants cashed iv Suorameuto. Not even Judge Barnard ever carried his compliance to the Tweed ring to such a shameless extent. In the foregoing may be found a few outlines, iv silhouette, of the obligations of the people of California to tbe Republican party.

Justice Even to Corporstions. A lengthy communication entitled "The Gas Contract, by ODe lof the People," appeared in tbe local columns of tbe Express yesterday, traversing the right of the Gas Company to receive compen- I eatiou for having supplied the city Los Aogeles with gas under a faulty contract. This correspondi cut bases bis objections on two purely technical grounds, (1) that tbe contract was invalid in not having received the signature of the Mayor or a four-fifths vote of tbe Council; (2) that tbe Gae Company having differed with the Mayor and City Attorney as to tbe validity of tbeir alleged oontract with the city, had cone into tbe courts to test it. As to the first proposition, we believe that it is now conceded on all hands that tbe contract was fatally defective and the final judgment of tbe court of last resort bas removed that phase of the question beyond the pale of controversy. There can be no question of the fact that the Council should have observed even the letter of the City Charter, and tbat tbe Mayor's attitude iv the matter was the legal one.

As a contract pure and simple, as well respecting tbe past as the future, it was a voidable one, aud has beeu declared void by the competent authority. Wheu it comes to his second postulate, however, we differ in toto from the correspondent of our contemporary. While his law ia good, bis ethics are vicious iv the extreme, in our appreciation. The fact that the company supposed that it bad stipulated rights which it sought to have enforced in tbe courts by no means overslaughs the equitable principle that what the city has used it ought to pay a fair price for. No one who has, night after night aud month after mouth, en joyed the great convenience nf lighted streets, will dispute tbe right of the Council to do substantial justice in the premises by giving the company a fair quid pro quo.

Mayor Toberman himself, if we are rightly advised, was willing to sign warrants compensating tbe Gas Company for the services it rendered if a waiver of tbe validity of tbe contract was made by it. Tbe corporation has now reached the Major's position, and the fact that it thought it had higher rights than it now claim-, and sought to have them recognized in a court of justice, in no whit affects the real equities of tbe matter. Our people could hardly afford to bilk anyone out of his just dues by pleading a technicality. If we had not used the gae, whiob, by tbe way, was a nightly comfort, we should not be asked te pay for it. We trust that the Couucil will act from principles of fair busiuess dealing, and uot fall back on mere technicalities.

Even a corporation should receive tbe money It has fairly earned. Now that the great Sullivan- Ryan prize fight bas come off, and tbe Bostonlan bas proven himself tbe victor in eight sharply contested rounds, the country breathes more freely. Tbero was a most intense anxiety amongst all clashes to know who was tbe champion "heavy weight" pugilist of tbe United States. Having satiated themselves with the bloody details of this combat, they can now fall back upou little stray soraps of gossip that may reach them from Uulteau's cell. BuiLOiNO is going forward iv Los Augeles with great rapidity in all quarters of tbe city.

There is not to-day a bouse of any description whatsoever, in a completed state, tbat is not occupied. Tbe great mass of people wbo are rushing in here from the East to avoid the "ten months of winter and the two months of employ the language of Mr. Worth, our ludianola (Iowa) correspondent, explains this fact. straw bond route case of Cabell, Dicksen Minnex came up before Judge Snell in the Police Court today. Baskets containing between 20,000 and 25,100 papers were produced for the purpose of showing tbe practice of the department aud also til demonstrate tbe fact that the defendants had lived up to the practice as therein set forth, and these were only a portion of tboee called for. The Court refused tn allow tbe defense to submit advertisements. Tbe defense then said tbey had no further testimony to introduce, reserving the right, however, of Mr. Hine, one ot their number who was absent, to submit any evidence he might bave in his possession.

It appears that Miss Addle tttapiins, a bright little miss, left ber home Saturday, for the avowed purpose of visiting her Aunt Spencer, who lives a half mile away, wheu in reality she made tbe visit more especially to her dashing young cousin, Frederick Spencer.

Early yesterday morning the youugcouple were observed to be very much interested iv.each other. Mrs. Spencer at oue time peeped over ber spectacles aud saw Freddie kiss Addie aud Addle kiss Freddie. Filially the young people came into the yard, aud Freddie informed his mother tbat he would accompauy his cousin to her home, aud Addie bade her auutie adieu, aud the young couple departed. When about half way to the Staplins house the lovable pair etpied a neighbor's horse and buggy hitched by tbe roadside, and Freddie succeeded in enticing Addie to enter tbe buggy.

He then unhitched borse, sat beside his cousin and drove rapidly past her home, directly to Norwich. When it was discovered tbat tbe couple had not returned to the Staplins house all Moutville was aroused, and a vigilant search was made for them. After several boars' search in Moutvilie and Norwich the runaway couple were captured in the latter place and returned to tbeir parents. Freddie Spencer is ten years of age and Addie Staplins is only four years of age. A Novet Street Car.

Tiie car, whiob is of the ordinary kind, is mounted, in tbe middle, upou a truck whioh sits on four wheels, each of about one foot in diameter.

These wheels run aroun I the inside of two steel tires, each tun feet in diameter, and leh rest upon tbe ground and are held only to the car by a set of wheel lamps.
