The man's identity is unknown. Captain Bill Thompson, head of investigations for the sheriff's department, said the body appeared to have been in the water for quite some time. "I would say, just from my experience, maybe five to eight days. Maybe two weeks," Thompson said. Earlier in the day, officials in Perry County, Indiana, recovered the body of an unidentified adult woman in the river.

Clinton will speak at 10:30 a.m. at Hocker Family Dining Center, on the second floor of Winchester on campus. The KWC stop is the first of three events the former president will hold for his wife Hillary Clinton. Similar events are planned for later Thursday in Frankfort and Prestons-burg. Bernie Sanders in next Tuesday's Kentucky primary election. This is not first time Bill Clinton has visited the KWC campus. In 2008, Clinton campaigned at the school for Hillary Clinton in her race for the Democratic nomination against President Barack Obama. "The last time he was here, people started lining up at 6 in the morning" outside the school's Health and Recreation Center, Rutherman said. At that event, about 1,000 people were admitted, but the campaign is limiting the audience to about 500 this year, she said.

"The mail carrier sustained serious burn injuries to his lower extremities as he made his delivery of mail to the home," said Hathaway in a prepared statement. The mail carrier was transported from Owensboro Health Regional Hospital to a Louisville hospital for treatment. His condition was not immediately known. The fire destroyed the garage and melted the vinyl siding of the residence that was a few feet away.

The Owensboro Police and Fire departments are investigating the blaze that originated inside a detached garage.

Michael Hathaway, Owensboro Police Department's public information officer, said detectives are searching for two juveniles who may have been involved. Hathaway said investigators were not ready to release the mail carrier's name or elaborate on how FRANKFORT Another prominent Kentucky Democrat is taking Republican Gov. Matt Bevin to court, this time challenging the validity of his vetoes of the state's $68 billion operating budget. If successful, the lawsuit filed by House Speaker Greg Stumbo would mean Kentucky high school graduates would have $9.4 million for free community college tuition this fall and more parents would be eligible to send their children to public preschool programs. Those were just some of the items Bevin ordered removed from the budget when he issued $30 billion.

Stumbo is not challenging the governor's authority to veto legislation, a power given to him by the state constitution. But he says a judge should overturn those vetoes because Bevin did not follow the law when he issued them. "There is an old saying that being close is only good in horseshoes and hand grenades. And I believe that's true, particularly when it comes to the constitution," Stumbo said.
