With the stoppage by 42,000 longshoremen entering its second week and no settlement in sight, merchants said there may be no bananas in the stores by the end of the week. Dealers in the Covent Garden market said they expected supplies of a 1 oranges, lemons, peaches and plums to run out by Thursday or soon afterward. Meat supplies were not yet affected seriously.

REASONS: The Commission, having considered all the views expressed in relation to these applications, has concluded that the implementation of Global's commitments will play an important part in the building of a balanced Canadian broadcasting system, predominantly Canadian in content and character. The Commission has given particular consideration to the following matters and will expect the applicant to take them into account: 1) The application proposed the creation of a new television service, accessible at the outset to more than six million Canadians in Southern Ontario, by the locating of seven transmitters between Windsor and Ottawa, of which six are now being approved.

2) The proposed locations of the Global transmitters will allow for the delivery of a prime signal to rural areas as well as urban communities. 3) While the establishment of new Canadian television stations in the Toronto area has been authorized over the years only with great restraint, the Buffalo area has seen the establishment of five television stations, some of which attract large audiences and considerable revenue from Southern Ontario. The establishment of Global will help to redress this imbalance and will add diversity to Canadian television services in Southern Ontario. The resulting increase in programming hours available from Canadian stations in the area will help attract viewers away from non-Canadian border stations. 4) While Global will provide a regional service In Southern Ontario, it has undertaken to make its programs available to broadcasters in other parts of Canada and thus assist in developing a new national program service.

In a separate Public Announcement the Commission Is inviting all interested parties to submit applications for new English language television stations in Vancouver, Edmonton and Winnipeg and a new French language television station in the Ottawa-Hull area. 5) Global stated its willingness, outside its own distribution time on the system, to make its transmitters available for other broadcasting activities which would not encroach upon or damage the particular programming responsibilities of present broadcasting undertakings which are licenced on a community basis. 6) A major factor in the approval of this application has been the commitment of Global to concentrate on the development of programs using creative resources of independent Canadian Producers and production houses. These programming plans should therefore be helpful in the development of a Canadian program production industry. Moreover Global indicated that it would be prepared to assist independant producers financially and would work with them in the development of ideas and projects.

3 on the southwestern edge of North Vietnam's chief port Pilots said they left three large fires in the yard, which builds and repairs shallow-draft vessels of various sizes. The U.S. said the strikes were not near the deep-draft ships in the port, and "there were no foreign vessels" in the area bombed. Spokesmen said 27 foreign ships were still in Haiphong's deep-water channels, trapped by the U.S. mine field planted last May 9.

The two couples, Canadian-born Eugene Lenko and Nadia Demidenko, who reluctantly emigrated to the Ukraine with their parents 16 years ago, Leno's wife, Svetlana, and Mrs. Demiden-ko's husband, Anatoly have been repeatedly refused exit visas. As he played outside the Saga Hotel, where he is staying, he looked fully recovered from the head cold which caused Sunday night's ninth game to be postponed until today. Spassky, trailing by three points to five in the 24-game series, showed no signs of the cold when he came down to lunch in his hotel Sunday but seemed to be suffering slightly from nervous strain.

He joked about reports that his U.S. challenger was outraged and had run amok in anger after learning that the eighth game was filmed without his knowledge. "I hope Fischer is still in the country," he said. Told that he was, he replied: "Well then, I am looking forward to having a game with him Tuesday." Fischer is reported to have banged his hands against walls and slammed doors in his hotel after learning that television cameras had filmed the eighth game.
