Page 5 Thursday The Winners, a new series of monthly half-hour dramatic specials aimed at the young viewers, gets underway on CBS (Channel 10R) at 4 p.m. The opener looks at 17-year-old Debbie Phillips (in her first television role) and how she overcame the handicap of a serious birth defect to become a champion equestrienne. Ex-football player and needlepoint hobbyist Rosie Grier gets a chance to flex his muscles on Chips, a new season police series on NBC (Channel 8R) at 8 p.m. Larry Wilcox and Erik Estrada star as two highway patrol officers in a one-hour episode that sees Grier rip apart a sub-compact with his bare hands. Whatever its dramatic value, the act is certain to provide a cathartic release for viewers, who may be forgiven the urge to do the same thing to the series.

A reunion in 1976 of the Dave Brubeck Quartet provides the focus for an hour-long film on Omnibus. a new series on TVO (Channel 24) at 9 p.m. The program was taped in Boston during the group's Silver mid rM-jl 4 iLr Vn VlJ II Come home to number one Tuesday Dick Clark's Good Old Days-Front Bobby Sox to Bikinis, a two-hour special remembering the fads and fashions of the late 50s and early 60s, is broadcast on NBC (Channel 8R) at 8 p.m. Annette Funicello and Frankie Avalon ae the co-hosts; guest stars include Connie Francis, Fabian, Lesley Gore, Edd "Kookie" Byrnes, Dion and Freddy Cannon. Like Dick Clark and taxes, nostalgia never goes away.

The Richard Pryor Special, a comedy-variety program with guest stars John Belushi, Maya Angelou, La Wanda Page, Shirley Hemphill, Glynn Turman and the Pips (minus Gladys), is rebroadcast on NBC at 10 p.m. The hour-long production is worth a look, if only because it points out the comic shortcomings of this season's The Richard Pryor Show. Of interest to little people with late bedtimes is Search and Rescue, a Canadian-produced "adventure" series on Channels 13 and at 7.30 p.m. Watch two youths get rescued from a dangerous mountain by get this Samson The Bear, Alice The Cougar and Rex The Hawk. Wednesday Singer Lisa Garber is the featured performer on Summer Evening, a half-hour local production (taped live in concert at Camp Fortune 77) by Channel 4, to be broadcast at 7.30 p.m.

The Oregon Trail, a new dust-kicker series starring Rod Taylor, is presented on NBC (Channel 8R) at 9 p.m. Taylor plays Evan Thorpe, a widower with three children, who joins up with a wagon train and embarks on journey to "the promised land" of the Willamette Valley in Oregon. Part one of The Last Cause, a two-hour documentary film about the role of the International Brigade in the Spanish Civil War, is shown on Global (Channel 6) at 9 p.m. Written and directed by Alex Cramer and Stephen H. Franklin, the production re-creates the conflict through newsreel footage, still photographs, interviews and music.

Warren Davis is the narrator. Jubilee Tour. ON OUR OWN 7:30 p.m. Debut of a new comedy series about the pitfalls and hazards of the hectic life in a New York advertising agency. Playing the roles of the two young women ardently pursuing careers in the ad business are Bess Armstrong and Lynnie Greene.
