BY ED CARPENTER Staff Writers REDWOOD CITY Narcotics agents Thursday announced 45 arrests in a criminal dragnet in East Palo Alto, saying the arrests were the first in an ongoing attempt to disrupt drug dealing and gang activity in the city. More than $600,000 in drugs, weapons and cash was seized as part of a five-month undercover investigation by East Palo Alto police, the San Mateo County Narcotics Task Force, the Drug Enforcement Administration, Bureau of Alcohol, Tobacco and Firearms and Immigration and Customs Enforcement. Eleven fugitives remain at large. "This is probably the largest drug operation in East Palo Alto since 1992," police Chief Ronald Davis said. For many local residents, 1992 marked a low point in the city's history, when it was branded as a criminal hotbed and 42 murders occurred.

East Palo Alto Mayor David Woods said the sting was the beginning of a concerted effort to take back control of the city streets and make them safe for children. "I want every citizen to know that the City Council is fully dedicated of ridding the city of this element and will at all costs," Wood said. "The violence is not acceptable. The drug action is not acceptable. And it will not be tolerated." Sheriff Don Horsley said the DEA was brought in for its Mobile Enforpement Team program, which can be deployed to a city to investigate individuals and organizations involved in drug trafficking.

"We asked that the DEA come and give us a hand on this, in light of an 18-month upswing in gang violence" in East Palo Alto and other Peninsula cities." Since January, 13 people have been shot to death in East Palo Alto. Horsley pledged to continue working with state and federal authorities to gather intelligence on the most violent gangs and those responsible for drug distribution in the county over the long term. The increased gang activity in East Palo Alto and on the Peninsula in general can be largely attributed to recruitment efforts by prison parolees looking to regain territorial control in the area, police said.
