SP Under New Probe By PUC An investigation into the services, rates, rules and practices of Southern Pacific Co. was launched today by the State Public Utilities Commission. Southern Pacific has asked permission to raise coach fares by canceling the special, reduced rate coach fares on the Lark and Coast and San Joaquin Daylights between San Francisco and Los Angeles and to discontinue making seat reservations. Under SP's proposal, the fare between those two points would be increased from the present $12.50 to $17.40 and there would be substantial increases between other points. Fares on trips north of San Francisco and Sacramento, however, would decrease.

During hearings on SP's application to abandon the Lark, the commission staff recommended a reduction in the coach fare to $10 to attract passengers. Hearings on the coach fare hike will be held June 9 and 10 at the Stat Building hre. Ruth Gates, Actress, Dead at 79 NEW YORK (UPI) Actress Ruth Gates, 79, who created the role of Aunt Jenny in the Broadway production "I Remember Mama" and the TV series died Monday following an apparent heart attack. Miss Gates was the maternal niece of Edwin Booth, the Shakespearean actor. At the height of her career, she appeared in a command performance of "Business Before Pleasure" before King George and Queen Mary in London.

Marie H. Hogarty Marie Hanlon Hogarty, 62, daughter of Old-time Oakland shipbuilder Daniel Hanlon and widow of Edward J. Hogarty, theater manager-banker-tavern operator, was mourned by a host of friends today. She suffered a heart attack Saturday at her home, 1085 Orchard road, Lafayette, and died in an Oakland hospital. She was active in Heidi Chapter of the Children's Home Society, Linnet Branch of Mt.

Diablo Therapy Unit Center and of Lafayette Women's Club. Her sportsman husband, past president of Oakland Boosters, past exalted ruler of Oakland Elks, member of Alameda County Sheriff's Posse, old-time manager of Oakland's Fulton Theater and Bank of Italy vice president, was long owner of Berkeley Square cocktail lounge in Berkeley. He died in 1960. Mrs. Hogarty is survived by children Adair H.

Bouchard and Edward H. Hogarty, grandchildren Daniel, Lori, Linda and Lisa Hogarty and Dennis, Kathleen and Karen Bouchard. Requiem mass was offered yesterday at St. Leo's Church, Oakland. Piedmont Memorial Chapel was in charge of funeral arrangements.

Lewis A. Giegerich Services for Lewis Albert Giegerich, 71, past governor general of the state-wide Past Presidents Association of the Native Sons of the Golden West and a retired 44-year employe of Standard Oil's marketing division, will be held at 1:15 p.m. tomorrow at McNary's, 3030 Telegraph Berkeley. Mr. Giegerich died at Herrick Memorial Hospital moments before midnight Monday.

He had been found unconscious, presumably injured in a fall, when his wife, Joanne, returned from Cross volunteer work. Mr. Giegerich was a veteran of 18 months service in the Army transportation corps in World War a past president and 42-year member of Pacific Parlor of Native Sons, a member of American Legion Post 1 here, Occidental Lodge of Masons, California Scottish Rite, Berkeley Red Cross and SIRS. Craemer, 79, San Rafael publisher and former state official and Republican Party leader, died today in Ross General Hospital. Mr. Craemer, who had been co-owner with the late Roy A. Brown of the San Rafael Independent Journal, had been in declining health for the last eight years. He was afflicted with Parkinson's disease.

Once a robust man of boundless energy, he was sometimes referred to as "the fire engine" by admiring friends. He had a retentive mind and a driving interest in newspapers and public affairs. MR. CRAEMER was a member of the California Public Utilities Commission from 1939 to 1956 and served as its president in 1942. He was chairman of the Mountain States Conference of Public Service Commissions from 1942 to 1946 and president of the National Association of Railroad and Utilities Commissioners in 1946-47.

For five years to 1928 he was a member of the California State Board of Agriculture. In 1934 he was private secretary to Gov. Frank M. Merriam and from 1935 to 1937 served as assistant di- HENRY B. LEWIS Dead at 77 Arlington Rites for Gen.

Lewis Major General Henry B. Lewis, USA 77, former adjutant general of Ninth Army and assistant adjutant general of Ninth Corps Area here, will be buried at 1 p.m. tomorrow at Arlington National Cemetery. General Lewis, who lived at 810 Gonzales Dr. here, entered Letterman Army Hospital last Wednesday and died Saturday.

During World War II he was executive and assistant adjutant general in Washing. ton, then-in Europe -adjutant general and later deputy chief of staff with the Twelfth Army Group, headed by General Omar Bradley. After the war he was assistant and deputy adjutant general of the army and chief of the personnel bureau, Washington. He retired in 1949. The much-decorated General Lewis was the son of Major General Edward M.

Lewis, West Point '86, and commander of the 30th Division in World War I. He himself won his commission on graduation from West Point in 1913, served on the Mexican border with the 13th Mifantry Division in World War I. He was adjutant at West Point, later of U. S. Army forces in China, and at the Infantry School.

General Lewis is survived by his wife, Florence; a daughter, Mrs. Frances L. Stone (whose husband, Col. Frank H. Stone, commandant at Fort Benjamin Harrison, died May 14); a brother, Brigadier General Thomas E.

Lewis, San Antonio, and a sister, Adelaide L. McMullen, widow of Air Force Maj. Gen. Clements McMullen. Godeau's handled local arrangements.

Cultural Pact MOSCOW (AP) The Soviet Union signed a scientific and cultural exchange agrement today with the new leftist regime in Syria. friend from Fort Dodge, bought the Daily News in Orange. Mr. Craemer, who ran the business end of the paper, purchased his half share with a $700 bank loan and $1,300 borrowed from his grandmother. In 1937, Mr.

Craemer and Hart joined Roy Brown in forming California Newspapers, which purchased The San Rafael Independent, later to become The pendent-Journal. At the time of his death Mr. Craemer was the corporation's board chairman. BROWN AND Mr. Craemer purchased Hart's interest in the newspaper after the latter's death in a 1942 airliner crash.

Hart's estate bought the Orange Daily News in 1946. Mr. Craemer was president of the California Newspaper Publishers Association in 1932 and president of the California Press Association from 1943 to 1956. He had lived in Kentfield for many years. He leaves his wife, Agnes, of San Rafael, and a son, Justus John "Jack" Craemer of Greenbrae, editor and assistant publisher of The Independent-Journal.

Born in Bear Lake, Utah, Mr. Kimball went to Alberta before the turn of the century and began work-at 12-for the Canadian Pacific. He returned to Brigham Young Academy in Logan, Utah, and from there went back to Lethbridge, Alberta, to make his first fortune in real estate. BACK IN this country again he began a career of invention- early one, an automatic hose coupler, still being in use. Henry Ford's then Model and Chevy 490 that followed next inspired him.

He began with a 4-speed universal transmission for Ford and Chevy trucks, then a six-speed fronton over-and-underdrive for and Chevy trucks. Old-timers stil his attachment for grafting a new rear end onto Model T's to convert passenger cars into trucks. JUSTUS CRAEMER GOP leader rector of the State ment of Public Works. R. Bower Rites Held On Peninsula Private services for Albert Raymond Bower, 66, past president of the California Republican Assembly and retired advertising agency head, were held this week at Roller Hapgood's, Palo Alto. The Rev. Val Frankes, First Presbyterian Church, Palo Alto, officiated. Mr.

Bower, of 340 August Circle, Menlo Park, died of a heart attack Friday evening at Hoover Pavilion, Palo Alto-Stanford Hospital. He had long been with Hearst newspapers advertising staff in Wisconsin, and retired a year and a half ago as chief of Bower Advertising Agericy, Palo Alto. Mr. Bower is survived by his wife, Frances; stepdaughters Mrs. Marjorie Jonerson and Mrs.

Martha Newcomb and stepgranddaughter Myrna Newcomb, all of Montain View. Wilfred S. Goddard Services for Wilfred S. Goddard, 51, plant superintendent for Heil Equipment Co. here and a deacon of Trinity Presbyterian Church, San Carlos, were held at the church today.

Crosby-N. Gray were in charge of arrangements. Mr. Goddard, of 438 Hillcrest road, San Mateo, and formerly of Atherton and San Carlos, died Sunday evening of a heart attack at his home. He had been some 30 years building specialized truck bodies, trailers, hoists and other truck gear, formerly with the old-line Modern hicle Co.
