Colma SAN FRANCISCO EXAMINER Tuesday, January 26, 1993 A-11 PERSON from A-1 because the paramedics who staff that part of The City's communications system are specially trained to help callers perform life-saving techniques until emergency crews arrive. The emergency medical operation would retain separate dispatchers. As reported in The Examiner's First Person series, the Police Department's dispatch operation has been vexed by problems, some of which stem from a chronic staffing shortage which also has led to morale problems among the dispatchers. Callers to 911 have had to wait 45 seconds or more for a dispatcher to come on line. Police Chief Tony Ribera said the average wait to reach a 911 operator is seconds.

The state mandates that 911 calls be picked up in 10 seconds or less. Callers to the department's nonemergency number have had to wait 20 minutes or more a problem Ribera said Monday he hopes can be solved with the anticipated addition of 14 new dispatchers over the next month, on top of the seven brought on board last month. The new hires will replace a cadre of 20 police officers who have been brought in to shore up the system temporarily. Ribera said the increased staff- Police, fire officials tangle over 911 Department's concerns and would like to meet with Slater to discuss them. In the current 911 dispatch system, all emergency calls requiring police, fire or medical response ring into the Police Department's communications division at the Hall of Justice.

The calls then are routed, when appropriate, to the Fire Department and the paramedic division's own dispatch operations located elsewhere. Under a long-range proposal by the newly formed Police Department 911 task force, a joint fire and police communications service would operate out of one centralized site using the same dispatchers. One of the sticking points for the Fire Department is over who would staff the joint venture. Firefighters, assigned to light duty because of injuries, now dispatch fire calls, whereas in the Police Department civilians perform the task. The 911 task force proposal most likely would have civilians staffing the joint emergency response center.

The operation, which would both the police and fire departments access to state-of-theart communications equipment, may be put under the command of The City's Office of Emergency Services, said Reed, who also heads the 911 task force. The center would cost an estimated $80 million or more to build and a price the Police Department would be hardpressed to fund alone. The plan is still in the early stages, and would have to pass muster with the mayor and in hearings before the Board of Supervisors before any consolidation would occur. No money has been earmarked for the project. Mayor Jordan announced Monday that he is requesting a $600,000 supplemental appropriations package to shore up the police communications system. The bulk of the funds will pay for more employees, including five civilian managers who will replace police lieutenants and sergeants who now serve in middle-management positions. On Tuesday, the Board of Supervisors' Health and Public Safety Committee voted to urge the mayor to add enough money to the police communication center budget next year to keep 120 dispatchers on the job.

The department is currently authorized for 113, but finances, lack of training and large numbers of dispatchers out on sick leave has reduced the number available to about 80 or 85. For the first time, the committee also set response goals for answering calls to the 911 and nonemergency police lines. Reed said the department would like to answer 75 percent of the 911 calls within 5 seconds and 95 percent within 10 seconds. For non-emergency calls, the goal is to have 95 percent answered in 45 seconds. "This is a very difficult goal for us, but we feel with the right staffing and the right training, it will be achievable," said Reed.

DA wins ruling in -siege case McCLATCHY NEWS SERVICE MARYSVILLE A Yuba County judge has ordered the defense to reveal to prosecutors the names of all witnesses it may call in the trial of Eric C. Houston, who is accused of killing four people at Lindhurst High School last May. She is also survived by a sister, Sally Nickel Mein of Woodside, and a brother, George Nickel of Bakersfield. There are eight grandchildren and three great-grandchildren. Services will be held at 4 p.m. at St. Mary the Virgin Episcopal Church at 2325 Union St.
