SAN FRANCISCO EXAMINER A-6 Tuesday, August 10, 1993 New top cop vows a safer Oakland Its first black police chief wants community's help in battling violence quins" route (Oakland to Bakersfleld). The current Oakland station, at 16th and Wood streets, will continue to serve the Amtrak long-distance routes: the California Zephyr (Oakland to Chicago) and the Coast Starlight (Los Angeles to Santa Barbara to Oakland to Seattle). Amtrak intends to make the Emeryville station available for the long-distance trains once the Southern Pacific Railroad completes some track realignments. The Oakland station was badly damaged in the 1989 earthquake and eventually will be eliminated. The Emeryville facility is not a replacement, however, since the Port of Oakland has announced it will build a new station at Jack London Square.

Stay of execution hearing rescheduled San Francisco A federal appeals court rescheduled oral arguments from Aug. 21 to Aug.

20 on a stay of execution for David Mason, who hag consented to die in the gas chamber. The 9th U.S. Circuit Court of Appeals, which had announced the earlier schedule last Friday, gave no explanation for Monday's change. But the earlier hearing would allow more time to resolve final appeals before Mason's scheduled execution at 12:01 a.m. Aug.

24. Mason, 36, was convicted of robbing and killing four elderly Oakland residents in 1980 and strangling a fellow jail inmate in 1982. He moved to withdraw federal appeals of his death sentence early this year and was found mentally competent in June by U.S. District Judge Ronald Whyte. But Whyte granted Mason's former lawyer, Charles Marson, a stay of execution last week to allow Marson to argue that Whyte had used the wrong standard of proof in finding Mason competent.

Mason has joined Attorney General Dan Lungren's office in asking the appeals court to lift the stay. Jury rules murderer sane during spree Napa Convicted murderer Eric Houston was sane when he stormed into his former high school in Olivehurst and went on a shooting spree in May 1992, a jury ruled Monday. Jurors began hearing testimony Tuesday in the penalty phase of Houston's trial in Napa County Superior Court. At the end of the hearing, the jury will either recommend death or life in prison without parole. Houston fatally shot three students and civics teacher Robert Brens, 28, who gave Houston a failing grade that prevented him from graduating.

He then held 85 students hostage for 8'a hours before surrendering to deputies in Olivehurst, 40 miles north of Sacramento. Sworn in Monday as head of a department that includes more than 700 officers, Samuels made a commitment to community policing with a goal of forging a partnership between his department and citizens in fighting crime. "I want people in this city to think of the police department as 'their department, not 'the' department," said Samuels, 44, chief of the Fresno Police Department for the past two years.

He previously served on the Oakland force for nearly 18 years. Samuels was among 30 candidates for the post left open late last year when George Hart retired after nearly 20 years as chief. The new chief said he planned to meet with community, business, religious, education and neighborhood groups "and listen for about four months." "I want to assess the needs and By Alan L. Adler ASSOCIATED PRESS resources and help of the community," he said. Judging from crime statistics outlined to an overflow crowd of more than 300 at the Lakeside Park Garden Center, Samuels has his work cut out for him.

Deputy Chief Marvin Young, in welcoming his new commanding officer, noted that in the past 20 years Oakland's homicide rate has increased by 92 percent, and assaults by 179 percent. Oakland's homicide rate last' year was a record 165 killings. While Samuels expressed a determination to cut the crime rate, he cautioned that he couldn't do it overnight. Councilwoman Dezie Woods-Jones echoed a theme expressed by several city officials, "We know you didn't come here waving a magic wand. We know it's going to take time to solve these long-standing problems, but we all support you in these efforts." Joining Samuels for his first official day on the job were his wife, Sabrina, and 11-year-old son, Joseph Samuels III.

A graduate of Lincoln University in Pennsylvania who holds a master's degree in public administration from Cal State Hayward, Samuels displayed self-effacing wit when noting, "Today I'm being sworn in as the new police chief. Tomorrow I may be sworn at." Monterey Boy Scouts quit the United Way SANTA CRUZ The Boy Scouts are leaving the United Way of Santa Cruz County because of a new nondiscrimination policy, officials said. "We were told we could no longer be a member agency of the United Way because we would not sign the nondiscrimination policy," said Steve Royster, executive director for the Monterey Bay Area Council of the Boy Scouts of America. The National Council of the Boy Scouts has a policy that bars avowed homosexuals from serving as troop leaders, Royster said. Unanimously approved by the United Way board of directors earlier this year, the agreement bans discrimination against gays and lesbians who are employees or volunteers of organizations who receive funding.

the desired industry inventory. Shortly after Saturns went on sale in 1991, the company replaced 1,836 cars because an improper coolant had been installed. Other recalls have involved such things as trunk lid releases and faulty windshield wiper motor assemblies, spokesman Bob Tripolsky said. Saturn said no injuries have been reported as a result of the 34 fires. The company told the National Highway Traffic Safety Administration last week that it was conducting the recall.

The highway safety administration's spokesman, Tim Hurd, said Tuesday the agency had had no investigation of the wiring problem under way before being told of it by Saturn. Saturn said it would install new generator wiring that trips like a fuse to prevent heat buildup and fires. Saturn would not disclose how much the recall will cost, but some analysts estimated the cost at about $8 million, or $25 per car. DETROIT Saturn General Motor answer to reliable and inexpensive Japanese imports, is recalling practically every car it has built to fix a wiring problem responsible for at least 34 engine fires. The recall involves 380,682 cars from model years 1991, 1992 and part of 1993.

The GM subsidiary said it has fixed the problem in the 85,000 cars built since April 15. It is the eighth voluntary recall for Saturn, but by far its largest. In a letter to Saturn owners, Saturn President Richard G. Le-fauve said a short-circuit in the generator could cause a fire to break out under the hood without warning, with or without the engine running. The company's customer-coddling approach to selling cars placed Saturn in the top three in a widely watched survey of customer satisfaction.

Demand for the cars is so great that Saturn has just a 17-day supply, about a fourth of concerns of the community, and then I want to formulate a plan to meet those needs and concerns using the talent and professionalism of the police department with the According to the American Hair Loss Council, "more than 35 million American men and 21 million women sutler from hair loss."
