22 Soturday, Jonuory re 1 By DAVID JENSEN LOS ANGELES (UK) Gunfire erupted at a meeting lf 150 Negro students at the University ot at Los Angeies Friday. The crowd scattered' as two members of the militant Black Panthers fell mortally wounded. "We just don't know what happened," UCLA police chief Boyd Lynn said several hours later. Campus police cordoned off the building, tut most persons' at the meeting had fled. The dead men were, identified as John Jerome Huggins, 23, and Alprentice Carter, 26.

Both Siad been accepted for UCLA's "high potential" program for minority students whose academic records did not qualify them for admission. The meeting was held In a classroom building on the UCLA campus to discuss a studies" program which school officials planned to propose Tuesday. There was no indication whether the program would be postponed. Shooting started just as the gathering was breaking up. Lt Robert Madlock, Los Angeles police detective heading the Investigation, said efforts were being made to contact everyone who attended the meeting.

New Lectures Announced By Bible Institute The winter term of the Ottawa Valley Bible Institute will begin on Thursday evening, Jan. 23, at the Christian and Missionary Alliance Church, 600 Bank Street. Dr. Charles Seidenspinner, dean of the Bible Institute, has announced a number of new members of the faculty, including Rev. Arthur Larson, pastor of Metropolitan Bible Church; Miss Erma Stouffer, speech therapist with the Ottawa Pub-He School Board, and Len Per-cival of the.

National Research Council. In addition the present faculty members will continue their teaching. There will be two periods of study, one at 7 o'clock and one at 8.15, with a chapel period between the two class sessions. Courses will be offered for a 10-week period from Jan. 23 to March 27.

They are open to any one in the community and there is no cost for registration. Registration and the first classes will be held Thursday eve ning Jan. 23. Delegates from North Viet nam, the Viet Cong's National Liberation Front, the United States and South Vietnam as sembled at a round table some 15 feet in diameter with two rectangular secretarial tables on opposite sides. There were no markings, nameplates or flags in the con ference room in the former Hotel Magestic near the Arc de Triomphe, where U.S.

and North Vietnamese representa tives first met more than eight months ago to begin discus sions on ending the war. The Americans were first on the scene, followed by the North Vietnamese and the NLF. then came the South Vietnamese. Ambassador Cyrus R. Vance, deputy negotiator of the U.S.

team, said he would quickly present a draft of rules on procedure" for the sessions and added: "I hope these can be adopted rapidly." The opening session is expected to discuss procedural matters such as rules for forth coming meetings, security of the conference site, the official of the conference and the order of languages to be used. Ambassador W. Averell Harriman, the departing chief of the U.S. delegation, said Friday he hopes these matters will be cleared up in a week or 10 days, but other diplomats said this is unlikely. About ISO onlookers, including some North Vietnamese waving their country's flag, watched the delegates arrive.

Opening statements were made by deputy heads of the negotiating teams.
