"They will stop and if necessary wait for one hour so the trains will not be ahead of time at the next station," said Art Lloyd, western region spokesman for Amtrak. Lloyd estimates there are about 40 passenger trains that will stop at 2 a.m.

local daylight time and wait for time to catch up with them. "This is to protect the passengers tomorrow morning who are waiting to get on a train. If they didn't stop and wait, then the train would be early and the passengers would miss the train," he said. The westbound California Zephyr was expected to be between Salt Lake City and Elko, for the time change, while the Santa Fe Chief would be between Kingman, Ariz, and Needles, Lloyd said. The north- and southbound Coast Starlight trains would be in Redding at 2 a.m.

Deukme-jian on Saturday called for a special legislative session Nov. 9 to consider a package of bills designed to give relief to Southern California earthquake victims. The assistance program, when combined with federal grant money, will amount to about $120 million to individual families and public agencies, Deukmejian said. Low-interest loans and tax relief will provide additional aid. Details of the proposals, including precise dollar amounts, have not been determined, said Tom Beerman, a governor's press spokesman.

All programs will be financed from the state's $1 billion reserve, he said. The Legislature is in recess until January. 124 251 BARNEVILD AVINUI.
